Nomelia Mazuze

Nomélia Mazuze is a lawyer and senior Gender Equality and Human Rights specialist with over 15 years of experience in project and programme design, management, and monitoring across Mozambique. Her expertise spans human rights, gender equality, democracy, health (SRHR), education, and economic empowerment, with a strong focus on women, girls, youth, and persons with disabilities. Her work is grounded in a Human Rights-Based Approach (HRBA) and aligned with Leave No One Behind (LNOB) principles. She has led gender mainstreaming in non-standalone and multi-sector programmes, integrating gender equality, inclusion, and safeguarding across all project phases. Within the Taxing Efficiently for Developing Inclusively (TEDI) Programme, funded by Foreign, Commonwealth & Development Office and Swedish International Development Cooperation Agency, I led gender-responsive MEL processes that directly informed inclusive taxpayer education strategies in Mozambique. I coordinated endline and field assessments covering 100+ taxpayers, integrating sex, age and disability disaggregated data (SADD) into monitoring systems and strengthening Results-Based Management (RBM) reporting. Through gender analysis and application of a Human Rights-Based Approach (HRBA), I identified key barriers to formalization—including limited access to services, low fiscal literacy, and structural inequalities affecting women and persons with disabilities—and translated these into actionable recommendations adopted in programme design and stakeholder engagement.I facilitated inclusive focus group discussions with women, youth and persons with disabilities, generating qualitative evidence that informed improvements in communication strategies and accessibility of tax education. This contributed to more targeted outreach approaches, including simplified messaging and community-based dissemination. I designed and delivered capacity-building sessions on GESI and MEL for government and civil society partners, strengthening their ability to mainstream gender and inclusion in programme implementation. I also co-developed a “Do No Harm” practical guide for the Tax Authority, integrating conflict sensitivity, safeguarding and inclusion into taxpayer education practices. My technical contributions to the ISPC Diagnostic Report supported policy dialogue on simplifying tax systems for small taxpayers, with a focus on inclusion and reducing barriers to formalization. This experience demonstrates my ability to translate gender analysis into practical, results-oriented interventions, strengthen institutional capacity, and ensure inclusive, accountable and evidence-based.
