The Operations and Administration Manager was responsible for overseeing facilitation of management, finance and accounting, procurement, human resources, and grant management. The Operations and Administration was under the day-to-day supervision of the Chief of Party and coordinate with other Winrock field staff, as well as other Winrock program personnel as necessary. The Operations and Administration Manager oversees the Human Resources and Admin, as well as IT Specialist, Logistics Assistant, and project Drivers. Responsibilities under Human Resources Manage project administration of human resources policies and procedures. Conduct effective recruitment of project personnel in accordance with Winrock organizational and USAID HR policies. Conduct regular performance evaluation of project personnel, develop and implement appropriate performance improvement systems. Ensure compliance to regulatory concerns and labor laws of Mozambique. Ensure equitable and fair administration of compensation and benefits in accordance with the organization HR policies and project budget. Support the implementation of procurement activities, including issuing requests and gathering formal quotations, reviewing and selecting quotes, purchasing and ensuring proper delivery of procured items (goods, equipment, services) to the assigned point of use. Ensure that procured items are within the agreed specifications as stipulated in the formal quotation submitted by suppliers, and the Purchase Order issued by the project. Monitor contractor’s performance in accordance with the general provisions as stipulated in the contract. Assist in training the recipient groups on the operation and maintenance of procured grant equipment. Compile and maintain orderly files for all documentary requirements of procurement activities, including Expressions of Interest (EOI), conduct of pre-bid conferences, bid evaluation, issuance of Purchase Order
