
Nomélia Mazuze is a lawyer and an experienced gender advisor and consultant, with professional experience of more than 14 years in project and program management & monitoring, mainly in the field of human rights, gender equality, democracy, health, education and mainstreaming gender in non-standalone projects. With focus on human rights of women, girls and disable people and gender equality, women political participation in decision making processes at local, provincial and national level (elections and decentralization), women economic empowerment, health (SRHR and community monitoring of health services), education (access to women and girls education & inclusive education – disable people), and GBV. Strong expertise and knowledge in gender equality and intersectionality, gender responsive and gender transformative approach, designing gender policies, designing toolbox and templates for gender integration within the projects, facilitation of capacity building on gender mainstreaming including gender budgeting in projects and Programs related to education, health including SRHR, Violence / GBV, democracy & political participation. She is an expert in project design, management and monitoring following international standard (experience working with several donors’ requirements such as FHI-USAID, PSI, Oxfam Belgium, Netherland Embassy, Swedish Embassy). She has practical experience in conducting and lead gender surveys, rapid assessment on gender equality and gender-based violence, gender analysis for project design and institutional gender assessment using GMLT toolkit. The project titled "Service Provision for Mitigation and Response to Sexual Exploitation and Abuse and Sexual Harassment" is funded by the World Bank and commissioned by Administração de Infraestruturas de Água e Saneamento (AIAS) and Direcção Nacional de Abastecimento de Água (DNAS) of Ministerio de Obras Publicas. It is implemented by Finnish Overseas Consultants (FinnOC) Ltd. in association with MUNDI Consulting. Legal Guidance on GBV prevention and response, ensuring alignment with Mozambican legislation and international human rights standards. •Review the national legal and policy framework on GBV, identifies critical gaps, and delivers recommendations to strengthen prevention and response systems, particularly regarding survivor protection, privacy, and ethical considerations. •Support the Project Implementation Unit (PIU) in reviewing and strengthening relevant policy and legal documents: Code of Conduct (CoC), SEA/SH Prevention and Response Action Plan and the Complaints and Claims Procedure Manual •Delivered legal advice on survivor protection, privacy, and ethical issues related to GBV. Stakeholder Engagement & multi-stakeholder workshop Facilitation in Maputo, Zambézia, and Nampula, engaging government entities, NGOs, private sector actors, and stakeholders from the water infrastructure and public engagement sectors working on GBV, SEA, and SH. Mapping & Assessment of GBV Services providers: Lead it including public institutions, NGOs, community-based organisations, and informal actors in Zambezia and Nampula. Responsible for key support in planning, formulating, and implementing the operations of assigned country programme work-plan and budget. Make payments and monitor expenditures as well as provide technical and management oversight on programme activities implemented by partner organizations to ensure compliance with funding and organization requirements. Ensure integration of gender in partners project, annual work plan and reporting. Train partners in gender equality, gender budgeting and SRHR. Provide partners with technical assistance through mentoring, training and workshops to strengthen their capacity for planning, implementing, monitoring and reporting development initiatives, ensuring gender mainstreaming and complying with the Norma 4400, as well as exit strategies to ensure sustainability after project completion and project learning reports.
Responsible for the coordination of all projects related to SRHR including HIV, handles administrative tasks for the project manager and team members to keep the project running smoothly. Plan and lead the implementation of all activities related to diverse projects, engage with various stakeholders (both local SCO or local government institutions) and scheduling meetings and appointments, monitoring work progress, ensure the accomplishment of deadlines, tracking the project budget, documenting key project workflows, provide capacity building, provide legal and judiciary assistance for women and children victims of violence and carry out awareness raising initiatives within the communities.
