With twenty years of international development work with some of the biggest international development organisations (Plan International, Save the Children, COWI and FHI360), Lúcio has middle and top management experience in the non- governmental sector. Working closely with the Chief of Party as a member of the senior management team, Lúcio deals with financial, programmatic, proposal development, Monitoring & Evaluation and partnership and relation- building with other non- state actors, the government and the communities. He does other high- profile functions on behalf of the Chielf of Party and has built great networks. He demonstrated skills in Child- centred Community Development, through child sponsorship and child protection, facilitating the formation of multi- sector protection committees at school and community. He trained and led a team that introduced Plan International programming in Inhambane province and left after five years when the sponsorship caseload was around 8,000 enrolled children, from zero at the beginning of the project. He demonstrated the skill in Nacala province, where he worked in a diverse environment and building basic community social services. Lúcio has studied, worked and travelled extensively globally and gone for exchange and learning visits. He has practical experience of how different countries and organisations use rights- based approaches. He is good at using information systems to monitor progjects and programmes, budgets and generating reports. He has been the focal person between non- governmental organisations in Mozambique with the field teams and the headquarters. That way he knows how to do periodic and unscheduled reports, including project evaluations. He has working experience with different non- governmental organisations and development partners. He is well- trained and experienced in implementing USAID- supported projects. Lúcio has two honours degrees and other higher diploma in Community Development.
