Celso has more than 16 years of experience in Agricultural Engineering with a specialization on irrigation engineering. From an academic perspective Celso has a Bachelor degree with honors in Agricultural Engineering (Eduardo Mondlane University, 2007), where his course completion thesis focused on “Design of a drip irrigation system for 50ha”. Additionally, Celso has a Master’s Degree on Biosystems and Agricultural engineering (Oklahoma State University, 2011) where his course completion thesis focused on “Improving appropriate technologies for small scale irrigation in arid and semi-arid regions”. From a professional perspective, overall Celso accumulated experience in: • Specialist in irrigation and water management issues (design and installation of irrigation systems). • Experienced in project/program management and design of interventions/strategies for rural development, development of agricultural value chains and private sector development. Includes technical and financial management skills, where performed the role of Program Director (Connect Caju 2 – Funded by Norges Vel) and Program Manager (Technical Assistance to China's ATDC Project – Mozambique – funded by the Bill and Melinda Gates Foundation) at TechnoServe. • Extensive experience as a researcher and as a development consultant (for Donors, NGOs, Government, Private Companies). • Experience in monitoring and evaluation (M&E) where I was part of teams that implemented baseline, midline and endline studies. Additionally, I lead the design and implementation of M&E and reporting components for the projects managed/directed. I am currently the M&E lead for the Millennium Challenge Corporation USD500million program under preparation for Mozambique. • Experience in project financial management and grants management. Currently I am the Interim Grants Director for the Millennium Challenge Corporation USD500million program under preparation for Mozambique.
