Heading is recruiting a Workforce Relations Advisor, to be based in Cabo Delgado, Mozambique.
Description
- The Workforce Relations Advisor plays a critical role in building positive, productive relationships between employees and the organization.It drives engagement with contractors so management of workplace relations are done in accordance with company planes and best international labor practices
- This role focuses on the Rovuma LNG project, including the Early Works, EPC interface, contractors, workers, worker forums, the external engagement with district authorities, leaders and members of the impacted and surrounding communities
- Engagement with Early Works Contractor, EPC contractor, the workforce and appropriate representative organisations (union)
- Engagement with local authorities regarding Project activities with the potential to impact both workforce and communities
- Manage and guide complex interfaces and relationships between the Company, Contractor and workforce to communicate upcoming activities, receive feedback for evaluation and deliver responses to issues raised by workforce
- Management of interfaces and relationships with directly impacted and surrounding communities to communicate upcoming activities, receive feedback for evaluation and deliver responses to issues raised by communities
- Gathering of information relevant to understanding of workforce objectives and concerns Analysis and identification of potential issues that could be mitigated by early detection and development of improvement opportunities & Interfaces closely with:
- Workforce Relations team
- Community Relations team
- Community Liason Officers
- Grievance Management team
- Project Contractor organisations (workforce/industrial relations, human resources, community engagement, construction, HSE, etc.)
- LNG Plant Construction Site Manager
- LNG Plant Logistics
- LNG Plant Security
- LNG Local Content Manager
- EPC Socioeconomic Manager or equivalent
Duties
- Maintain professional and cordial relationships with contractors and management at all times, under instruction and guidance from the Workfroce Relations Lead
- Influence, guide and assist contractors and subcontractors on site, via the appropriate reporting hierarchies, to achieve compliance with Company Management Plans, Mozambique Labour Law, international best practice Human Rights and Industrial Relations Management policies, practices and procedures as well as
- International Labour Organizations (ILO) conventions
- Provide hands-on, practical assistance to contractors and subcontractors as directed by the Workfroce
- Relations Lead to comply with the former as stated and contractual agreements
strong working relationships with Project team, Contractors and workforce to build an atmosphere of mutual trust and understanding to encourage sharing of information related to workplace issues and concerns
- Identify key workforce leaders, both formal and informal. Build strong working relationships Support the Workforce Relations Lead with the formal and informal gap analyses of on- and offsite contractor and subcontractor practices to monitor and measure progress and ensure compliance
- Gathering of project-impacting information and analysis of relevant trends
- Prepare daily and weekly written reports with an overview of daily activities and progress of action taken on outstanding matters to the Workforce Relations Manager
- Monitor key HR metrics such as turnover, absenteeism, grievances, industrial action, etc. Update Labour & Labour Issues databases on a regular basis
- Gathering and review of grievances and other specific issues raised by workers to identify any potential issues both individually and collectively. Analysis potential trends and suggest measures for mitigation
- Contract Compliance monitoring with respect to the Early Works & EPC contract
- Carry out any and all other duties as directed by Workforce Relations Lead, which may be required tomeet the project objectives
- Coordinate meetings with specific key stakeholder groups/individuals, identified through stakeholder prioritization, to monitor the project’s social license
- Regular meetings with Project, Contractors, supervisors and workers regarding the LNG Plant work activities and provide updates on worker engagements
- Work directly with Contractors on grievance management and industrial action to enable timely and satisfactory resolution
- Engagement with surrounding and indirectly affected communities for monitoring of reactions, needs and perceptions of the community regarding the project workforce activities
- Participate in coordination and organization of the contractor recruitment events.
- Other duties as may be directed by the Workforce Relations Lead
Requisites
- Educational Background: Typically, a bachelor's or master's degree or specialization in areas o Workforce Relations (HR), Socioeconomic,Psychology , Law, Sustainability, or equivalent Experience:
- 5+ years of experience in industrial relations, human resources, workforce and risk management, preferably on large-scale infrastructure, oil & gas, or energy projects
- Experience working in complex operating environments with an understanding of the various project phases
- Experience with interacting with a variety of external entities (e.g., government agencies, worker unions and workers committees, local communities, EPCs, Lender institution representatives
- Experience working in Cabo Delgado
- Knowledge and experience in best practice social and labor performance and risk management within a financed project context
- Knowledge of Mozambican labor regulations( i.e., Mozambican Labor Law, Mining and Petroleum Law, etc.)
- Fluent in English, Portuguese and one of the following languages: Swahili, Kimwane, Makonde or Makua, with excellent written
and verbal communication skills
- Knowledgeable about community in question from birth or by residence, with extensive contacts within community leadership and other opinion leaders
- Fully computer literate and proficient in standard software packages (MS Office, etc.)
- High level of interpersonal skills in a multi-cultural work environment. Ability to work in a positive team manner
- Highly organized with attention to detail and the ability to manage multiple priorities
- Ability to liaise and communicate productively with Contractor representatives and to professionally carry out onsite and offsite visits and gap analyses
- Self-motivated: able to work under pressure and remain effective
- Confident communicator with internal and external stakeholders
- Efficient and effective consensus builder and decision-maker
- Exceptional problem-solving skills and interpersonal skills and the capacity to build and maintain relationships within the Project and contractors
- Experience in collaborating on potentially challenging and sensitive issues with discretion and professionalism
