  • Position Title: USAID Development Program Specialist (Gender)
  • Market Value: FSN 10 (in accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/Mozambique). Final compensation will be negotiated within the market value. Salary range is US$ US$40,263-US$56,367
  • Period of Performance: One year. The contract will be renewed as long as there is a need for this position, funds are available, and subject to satisfactory performance

  • The incumbent serves as a Gender Development Program Specialist in the Program Office. S/he serves as the official Mission Gender Advisor – a position required under ADS 205.2. The incumbent serves as the Mission’s lead technical expert on gender equality, female empowerment, and the implications of gender norms on development outcomes for men, women, boys, and girls across all sectors. S/he will help the Mission achieve greater impact by leading integration of gender equality analysis and considerations throughout all Mission activities and in all stages of the USAID Program Cycle
  • S/he will ensure that the Mission’s country strategy and project and activity designs reflect an analysis of gender disparities and relevant gender considerations and include interventions aimed at effectively addressing them through activity implementation and gender-sensitive monitoring and evaluation
  • S/he ensures that gender is incorporated into all collaboration, learning, and adaptation related activities. S/he manages cross-cutting programs related to gender and related other areas as needed. S/he provides support and training to Development Objective (DO) Teams, Project Managers, and implementing partners on an integration of gender into activities. S/he reports on gender-related cross-cutting issues and tracks budget attribution requirements. S/he convenes and chairs the Mission Gender Committee and provides training and guidance to Technical Office Gender Points of Contact
  • S/he reviews project and activity level Gender analyses, scopes of work, and action plans. The incumbent serves as one of the key Mission advisors for project and activity development, review and approval processes, ensuring integration of gender-related issues and adherence to USAID’s Policy on Gender Equality and Female Empowerment, the Mission Order on Gender, and other Agency rules and regulations
Duties
Gender Technical Advisor: 60%
  • Serves as the Mission expert on Gender and the Mission authority on interpretation and application of ADS 205. Provides gender expertise to USAID staff and implementing partners, and develops and shares appropriate technical solutions to gender issues across all Mission sectors
  • Serves as the Mission’s key advisor on gender as related to the Mission’s Country Development and Cooperation Strategy (CDCS) and all in-country programming, providing technical guidance to senior Mission leadership on gender-related issues
  • Reviews and provides feedback on the mandatory project and activity-level gender analyses and gender action plans
  • Undertakes information gathering, analytical and evaluative tasks of a broad scope having to do with the Mission’s gender and related themes, and other cross-cutting themes as identified, to feed into strategy, program, and activity design
  • Reviews documents (including Mission Orders, activity designs, procurement solicitations, proposals, Operational Plans, Performance Plan Reporting, Performance Management Plan, CLA Plans, etc.) for the adequacy of attention to gender
  • Liaises with relevant USAID/Washington staff focused on gender
  • Supports integration of gender and female empowerment considerations into Technical-office led the project and activity designs across all sectors, including health, education, governance, agriculture, water/sanitation, and environment
  • Identifies Mission and Washington-based funding sources for gender-related programming. Leads development, design, and authorization processes for new activities and projects related to gender
  • Develops and tracks annual budget attribution levels for gender-related activities implemented across all Technical Offices
  • Facilitates coordination and collaboration between USAID technical offices and implementing partners on gender equality and female empowerment activities
  • Maintains a Mission repository of gender resources, including relevant statistics, studies, and analyses on the gender dynamics of education, health, political participation, economic activity and earnings, time use, violence, and other relevant domains
  • Designs contracts for gender-related assessments for country strategy development and project development. Activity Manager for short term contracts, task orders and/or purchase orders for gender-related assessments and evaluations
Gender Capacity Development and Training: 15%
  • Chairs the Mission’s Gender Committee, composed of representatives from each Mission office
  • Develops Mission-specific guidance on Gender Equality and Women’s Empowerment. Develops and maintains, and provides guidance on implementation of the Mission Order on Gender Equality and Women’s Empowerment
  • Supports Technical Office Gender Points of Contact in identifying training needs, addressing technical gaps, providing advice, and through empowering Gender POCs to be effective leaders
  • Creates, updates, and implements tools to strengthen gender integration at the Mission
  • Develops and delivers gender-related training for Mission and USAID partner staff
Monitoring, Evaluation, and Learning: 15%
  • Conducts monitoring of activities in the field with Gender POCs and A/CORs to monitor progress in overcoming or reducing gender-based inequalities
  • Tracks compile and disseminate monitoring and evaluation information related to gender and cross-cutting issues to the USAID Mission and USAID/Washington
  • Leads development of USAID’s annual programmatic planning and reporting on gender-related issues, including the Operational Plan, Performance Plan and Report, and other ad-hoc reports as needed
  • Develops and implements collaboration, learning and adaptation activities focused on gender and related cross-cutting issues, through engagement with the Mission’s Technical and Program Offices and USAID implementing partners
  • Ensures that gender is incorporated into all of the Mission’s collaboration, learning and adaptation related activities, including semi-annual portfolio reviews for all sectors
External Outreach and Representation: 10%
  • Leads the Mission’s external outreach on gender, representing the Mission to relevant Government of Mozambique ministries and officials, other donors and development actors, civil society, private sector actors, and academia
  • Works closely with the USAID Development Outreach and Communications team and, where appropriate, the Embassy Public Affairs Section, Government of Mozambique, and other donors, to plan gender- and female empowerment-related events, communications campaigns, and outreach
  • Leads coordination between USAID and other U.S. Government agencies in Mozambique on gender and female empowerment
  • Develops and reviews gender-related communications and briefing materials for internal and external distribution
  • Represents USAID at meetings, committees, task forces, and other stakeholders’ events about gender issues within and outside of Mozambique, presenting on Mission results, priorities and programming where required
Area of Consideration
  • To meet basic eligibility requirements, the applicant must be a cooperating country citizen or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country. Applicants must submit a complete application as outlined in Section IV. The selected applicant is required to undergo and successfully pass a medical and security clearance. This position is open to all Mission employees and  external candidates who meet the stated qualifications

Evaluation and Selection Factors
  • Candidates will be evaluated based on relevant education, prior work experience knowledge, language, skills and abilities demonstrated in their applications, tests, and interviews. This is a local position and compensation will be in accordance with the Local Compensation Plan
Requisites
  • Bachelor’s degree in a development-related field (such as economics, sociology, psychology, anthropology, international relations, or rural development) or in one of the core technical areas in which the Mission conducts programming (such as public health, education, natural resources management, government, agriculture, or business)
  • A minimum of five years working experience in development planning and/or development program management, including at least five years of experience working on gender issues. At least two years of community-level experience in gender-related programming in Mozambique is required as well as previous demonstrated experience successfully working in and/or leading multidisciplinary teams, and in the monitoring and evaluation of development programs, and in training others on gender-related issues
  • Level IV (fluent proficiency), both oral and written English and Portuguese is required. Language will be tested
  • In-depth professional level knowledge of development principles, concepts, and practices, especially as they relate to gender issues
  • Knowledge about Mozambique’s socio-economic development including policy, development priorities, a regulatory and institutional environment in which the Mission operates
  • Knowledge of the country’s gender policies as they relate to the country’s socio-economic development is also a prerequisite, as well as understanding of gender-related aspects of project design and management. Potential to quickly acquire knowledge of USG policies and regulations related to gender, project and activity design, implementation, monitoring, evaluation, and collaborative learning and adaption policies
  • A deep understanding of gender norms in Mozambique, as well as a high degree of judgment, ingenuity, and initiative to build strong working relationships with a range of technical teams
  • Demonstrated ability in strategic planning, project/activity design, and gender analysis as well as superior communication, leadership and interpersonal skills necessary to establish and maintain good contact with government ministries, other donors, and Mission staff. The incumbent must also be proactive
  • Excellent computer skills in the use of computer software application for communication- email/internet use, and word processing are essential, as well as with spreadsheets and PowerPoint
