Global Alliance for Improved Nutrition is recruiting a Technical Specialist, Monitoring Learning and Research, to be based in Maputo, Mozambique.

Description
  • The Specialist, Monitoring Learning and Research, will be responsible for supporting the development of the M&E framework and for monitoring the M&E framework. In addition the Technical Specialist will ensure all baseline and endline reviews are conducted
  • The Technical Specialist will closely monitor progress and results on a quarterly basis; disseminating lessons learnt within the SUN Business Network (SBN) in Mozambique team and externally in Mozambique, as well as contributing to Global SUN reporting
  • The Technical Specialist will also be involved with the M&E reporting activities for other projects in the country office. This position will report to the Country Director, Mozambique and support the SUN Business Network Team Leader
  • There will be close collaboration with the Monitoring, Learning and Research (MLR) team in Geneva and SBN team in London, UK
Duties
  • Support the development of performance measurement framework (PMF) for the Catalysing Private Sector Participation in Scaling Up Nutrition in Mozambique’ programme, drawing on experience and expertise from all internal (to GAIN) and external stakeholders
  • Manage all activities related to the PMF, including developing systems and tools to ensure quality in data collection and analysis
  • Work closely with stakeholders to facilitate the timely review and utilization of data to track progress and improve program performance
  • Work with GAIN’s MLR team and other key stakeholders in country to explore options for continual tracking of progress for key indicators in the PMF
  • Collaborate with the MLR team on other programme evaluations and research studies as needed. This collaboration will cover all aspects of planning, implementation, analysis and dissemination of such projects
  • Collaborate and communicate with in-country M&E section of the Ministry of Health (MISAU), Ministry of Industry (MIC), SETSAN and other relevant government entities
  • Review and interpret monitoring data as part of preparation for GAIN’s performance and donor reports
  • Prepare reports for GAIN, donors and other partners on program activities, as needed
  • Keep GAIN project management team and the Country Director, Mozambique regularly updated on project status (on track or off track) with critical analyses and possible solutions to challenges based on interactions with partner organizations
  • Participate in diverse activities to support sharing learnings related to the country office portfolio internally
  • Work collaboratively with project team members to ensure necessary program planning and MLR activities function smoothly and efficiently
  • The Technical Specialist reports directly to Country Director, Mozambique, and works closely with National SBN Team Leader and GAIN’s Mozambique country team
  • SBN Global team, based in London, UK
  • The Technical Specialist will be supported in the technical aspects of monitoring, evaluation and research activities by GAINs Geneva-based MLR team and will be expected to collaborate with other GAIN HQ staff as appropriate
Requisites
  • Strong skills in quantitative and qualitative research methods
  • Understanding of and experience in evidence translation and technical support to countries
  • Strong writing and presentation skills
  • Proactive with a commitment to quality and accuracy with close attention to detail
  • Able to prioritize, multi-task, work independently, and work well under pressure with frequent deadlines
  • Pragmatic, dynamic and autonomous person
  • Willingness and ability to work in a multi-cultural, high pressure, results-driven environment
  • Provision of technical assistance to countries in the design of evidence based programming preferable, including knowledge and experience in design of logic models and/or impact pathways
  • Research and/or program evaluation design, implementation and dissemination and/or experience in the development and operationalization of monitoring frameworks and plans
  • Experience in analyzing data, tracking indicators and developing and/or strengthening performance monitoring systems
  • Experience in performance management of nutrition/health programs or suitable equivalent
  • Masters level training public health, in nutrition, or a suitable equivalent or equivalent work experience
  • Willingness and ability to travel in country The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique Fluent in both Portuguese and English is essential
