Skillshare is recruiting a Technical Expert - Sustainable Livelihoods and Financial Inclusion of PLHIVs Living in Poverty, to be based in Maputo.

Job Purpose
  • To provide technical support to the staff, volunteers and communities within RENSIDA to build and stabilise the financial inclusion and livelihood programmes under the Comic Relief supported Financial Inclusion for HIV Positive People Facing Discrimination in Mozambique Project (FIHP)
Duties
Capacity Building of RENSIDA, its Member Associations & Centres of Excellence
  • To support the staff and board members of RENSIDA and its member Associations to plan, deliver and monitor the sustainable livelihood and financial inclusion project
  • To mentor RENSIDA in project management especially with regard to the Comic Relief-supported project and the contractual obligations
  • To build RENSIDA’s capacity in the Comic Relief-prescribed Monitoring, Evaluation and Learning (MEL) System and to assist project staff to define realistic and verifiable benchmarks and performance indicators to measure achievements and impact
  • To ensure that RENSIDA and its member Associations acquire adequate theoretical and practical knowledge of managing a financial inclusion and sustainable livelihood programmes independently
  • To assist RENSIDA to establish relationships with service providers in the area of financial inclusion and sustainable livelihood programmes
  • To develop systems required to manage revolving funds and savings; credit operations and to equip project staff with skills to administer systems including IT-enabled administration and monitoring
  • The post holder will be responsible for providing administration support to the Skillshare International office in Maputo, including general administration support, and maintain accurate financial records
  • The post holder will also provide support to the ICS programme, including supporting the recruitment, selection and training of volunteers, and assisting in providing support to them whilst they are on placement
  • The successful candidate will be a highly organised team worker, with at least two years relevant work experience, including experience of maintaining financial records
Project Management
  • To ensure that the FIHP Project is compliant with the requirements of the proposed project including reporting norms
  • To assist RENSIDA to develop feasible business plans for the financial services programme and for the chosen enterprises
  • To develop and adopt strategies for institutionalizing a “Culture of Saving” throughout the communities covered by the Project
  • To assist RENSIDA to coordinate relevant trainings for the savings, credit and enterprise groups
  • To assist in the development by RENSIDA of guidelines for the savings and credit groups such as bylaws, rules and regulations, interest rates, membership fees and any other rules, which might be defined by the group members
  • To assess the impact of the savings and credit activity at different levels in removing stigma and discrimination, in building sustainable livelihoods and economic security and in promoting social inclusion
  • To monitor progress towards project milestones and the attainment of planned outcomes
  • To support baselines, mid-term review and final evaluation of the project
  • To develop a body of knowledge on good practice and stories of change that could lead to replication and scaling up of the project
Advocacy
  • To assist RENSIDA to understand policy implications of the project and to enable them to engage in policy analysis, development and advocacy in the context of financial inclusion of excluded PLHIV
  • To analyse existing national and regional policies on inclusive development especially in the context of the financial inclusion of PLHIV and social protection policies that impact PLHIV
  • To develop guidelines for policy advocacy on financial inclusion within the existing UN Frameworks that ensure human rights of PLHIV
  • To identify and build strategic relations with key stakeholders to enable proactive dialogues on financial inclusion of PLHIV
Requisites
  • An appropriate degree or equivalent qualifications in management, preferably with specialisation in finance or economics
  • Experience in planning and implementing microfinance and related community-based sustainable livelihood projects
  • Five years’ experience in the non-profit sector
  • Excellent financial management skills
  • Knowledge and understanding of policies and frameworks around financial services for the poor in-country and outside
  • Knowledge of and high level of conceptual clarity on financial exclusion/inclusion and its impact on PLHIV
  • Knowledge of how microfinance and other community-based/led and self- serving financial models are delivered worldwide
  • Understanding of services of formal banking, NBFCs, MFIs and international fiscal institutions in the UN System that cater to the poor and excluded
  • Understanding of sustainable livelihood programmes, community-based health care and community linkages with formal health and development systems especially in the context of PHIV
  • Skills and experience in developing viable business plans for financial services and business enterprises
  • Skills and experience in conducting analysis of markets, value chains, break- even and cash flows
  • Experience in policy analysis/development/advocacy
  • Good knowledge and experience of Monitoring, Evaluation & Learning (MEL) including ability to analyse statistical data and apply it to programme planning strategies
  • Experienced user of MS Office suite of applications
  • High skills and ability to ready informative and analytical reports
  • Excellent written and spoken communication skills in Portuguese and English
  • Holds a driving licence

  • Supervision Received The post holder will report to the Country Programme Manager for Mozambique. Supervisory Responsibility
Special Conditions
  • The post holder will be expected to travel to project locations on a regular basis
  • This post involves the possibility of working outside normal office hours. There may also be periods away from home
