UNFPA is recruiting a Technical Assistant to be based in Maputo City and Quelimane.

Background

Family Planning, Maternal Mortality, HIV-AIDS, early pregnancy, STIs, etc, are examples of health issues that impact substantially in the sexual and reproductive health (SRH) of the Mozambican population and in particular that of adolescents, young girls and women. UNFPA supports the Government to broaden access to quality SRH services at several levels, among others, by providing Technical Assistance for a national multi-sectoral Adolescent Sexual and Reproductive Health (ASRH) Programme, Geração Biz (PGB).

To further support the government led community-based family planning provision, a project will be implemented using Social Marketing Technique and MoBIZ, an integrated platform developed by Population Services International (PSI) and implemented by Coalizao.

The MoBIZ programme aims to improve the Knowledge, Attitudes and Abilities of adolescents and youth to adopt positive SRH behavior. The programme also seeks to improve access to adequate SRH services by adolescents and youth, and improve the quality of services that are offered. MoBIZ is a system designed to increase the efficiency of aid delivery at the bottom of the pyramid (those less able or willing to access public services and information) by using text messaging and local market supply chains).

The technology behind it is an integrated platform that allows the management of complex interactions rapidly and it is combined with a business logic that includes communication, vouchers, mobile payments and other powerful featuresi. The MoBIZ system has the ability to collect interactions across multiple points related to health education sessions, the distribution of products, and the delivery of services. In addition, MoBIZ assists with the performance management of the community-based inter-personal communicators (peer educators), rewarding them through a mobile money system based on the quality of their performance. It provides insights into behaviours by using local language call centres to gather feedback from beneficiaries, such as message retention, allowing for immediate, timely and relevant reactions and deeper analysis and study of trends.

By using existing market supply chains, it helps overcome the bottlenecks and complexities in reaching particular target groups with products, information and services, as well as reducing supply and distribution costs.

Purpose

In order to effectively address the above, the technical assistance aims to design and implement a Monitoring and Evaluation system linked to the MoBIZ project implementation. The pilot phase (ending in June 2014) will be in Maputo City and Quelimane. The technical assistant is requested to collect initial data and establish a base for measurement and comparison.

Scope

In this context, the following tasks will be carried out by the technical assistant:

Major duties and responsibilities
  • Design and implement, in coordination with UNFPA M&E officer, PGB, PSI and Coalizao the project M&E framework and plan, the result framework of the MoBiz project
  • Collect and analyze baseline data directly related to the FP situation in the project areas of intervention and related to knowledge, choices and behaviors among adolescents and youth

The technical assistant will work in Maputo and in Quelimane. Direct guidance and supervision will be provided by the UNFPA office.

Deliverables
  • Situational analysis and baseline for the areas of intervention (Maputo city and Quelimane)
  • Gap analysis and risk assessment for the initiative implementation
  • Result framework and M&E plan
Requisites
  • Minimum of Master level qualification in public health, social sciences, management or related field
  • Excellent planning, analytical, evaluation and managerial skills
  • Excellent communication, mediating and facilitating skills
  • Full computer literacy and excellent fluency in English and Portuguese
  • Proficiency in statistical packages
  • Minimum 4 years proven experience in project and programme evaluation
  • Demonstrated experience in operational research
  • Experience in management and/or evaluation of multi-sectorial projects or programmes in the area of Sexual Reproductive Health is an advantage
Notes
  • Regular travel will be required in Maputo city and Quelimane for implementation and result monitoring
