Description
  • The new GIZ Project Inclusive Participation in Peace and Security in the border area of Mozambique and Tanzania (IPPS) is recruiting one Technical Advisor Peacebuilding (m/f), to be based in Lichinga, Mozambique, with travels to other provinces and the region (Tanzania)
  • During the last government-to-government negotiations in November 2022, the German and Mozambican governments have agreed to include “Peace & Inclusive Societies” as a new focus area of bilateral cooperation. In addition to development-oriented support, the parties agreed to set up a regional project with a focus on stabilization, peacebuilding, and conflict prevention in Mozambique as well as across the border in Southern Tanzania. With the new project “Inclusive Participation in Peace and Security in the border area of Mozambique and Tanzania (IPPS)”, GIZ applies a holistic and inclusive approach that covers the full circle of the Humanitarian Development Peace (HDP) Nexus and addresses the root causes of conflict and displacement
  • Gesellschaft für Internationale Zusammenarbeit (GIZ) is a global service provider with long-standing expertise in international cooperation and capacity development. The IPPS project is a regional project that will be implemented on behalf of the German Federal Foreign Office (GFFO) and co-financed by the European Union
  • The project will be implemented in Northern Mozambique and Southern Tanzania, with the objective to strengthen inclusive approaches to peacebuilding. In addition the project seeks to contribute to the creation of a resilient environment at the local, national, and regional level, through strengthening locally led processes and enhancing the political and socio-economic participation of identified at-risk groups
  • Overall, the project has three thematic components:
  • Research
  • Regional exchange and knowledge sharing
  • Strengthening resilience of at-risk youth and women
Duties
  • The Peacebuilding Advisor is responsible to take on the following responsibilities:
  • Set up the project office in Lichinga within the existing GIZ office and ensure operability and functionality
  • Support the development of the operational plan for the period of the project implementation
  • Implement daily project management tasks in line with the operational plan for the Mozambique component (e.g. events and meetings, consultancies, plans, reports, presentations, ToR, partner consultations etc.)
  • Provide technical advice to GIZ team and partners and steer consultants in close cooperation with the Component Manager in Mozambique
  • Support the development of inclusive exchange formats between local, national and regional stakeholders
  • Delegated responsibility for the daily trips of the project driver and the assigned GIZ vehicle in Lichinga
  • Ensure smooth information flows, knowledge management and sharing of lessons learned within GIZ team in different project locations (Maputo, Pemba, Lichinga, Nampula as well as Tanzania) and also with other partners and external actors
  • Liaise with local actors such as beneficiary groups, civil society, local leaders, religious institutions, local security actors, government representatives and align GIZ activities with local and provincial initiatives, programs, and strategies
  • Ensure project monitoring and evaluation and documentation of lessons learned in the Mozambique component in collaboration with the team
  • Identify opportunities for cooperation within GIZ (Mozambique) and with other organisations.
Management and coordination
  • Contributes to the project’s operational planning and operationalizes this plan for his/her area of responsibility
  • Supports steering and recruitment of short-term experts and service providers
  • Supports the development of M&E system for the project and ensures its implementation
  • Supports annual reporting to commissioning parties
  • Prepares, implements and documents training events, workshops, forums, team meetings and other project activities in collaboration with partner institutions and service providers
  • Oversees the day-today work of the assigned driver and engages with the administrator in Maputo regularly
  • Ensures integrity and compliance with GIZ procedures
  • Support the writing of TORs and proposals and monitors the implementation of grants and local subsidies
Communication, coordination and stakeholder engagement
  • Represents GIZ’s interests and values in external meetings and exchange fora, especially with regard to gender equality, integrity and compliance
  • Supports alignment and coordination with other actors at local level including government coordination mechanisms, UN clusters, etc. in collaboration with other GIZ projects
  • Liaises with security actors, religious actors, civil society, and government to promote knowledge sharing and dialogue
  • Engages proactively with actors in the humanitarian-development-peace nexus and ensures information flow and knowledge management
Technical advice
  • Provides regular analysis of project context at local level, relevant developments and project progress
  • Identifies partner needs in terms of technical and organizational support in a participatory and transparent way and supports local partners to develop technical and managerial capacities to implement grants/local subsidies
  • Conceptualizes and implements inclusive exchange formats that promote dialogue between political and religious leaders, security actors and civil society and provides technical advice to government and civil society actors
  • Proactively leads lessons learned processes from pilot projects and other activities and feeds into learning and innovation
Requisites
  • University degree (at least Master or equivalent) in the area of political science, peace and conflict studies, security studies, social science, legal studies or related field
  • Advanced training in project management
  • Professional experience:
  • At least 7 years’ professional experience working with national and/or international organizations, regional organizations or government institutions
  • At least 5 years of experience in project management positions in the area of international development, peace and security and/or good governance
  • At least 2 years working in advisory projects involving local government and/or security actors as well as civil society and/or the private sector
  • At least 1 year of experience working on a regional or international project
  • Work experience in/with Tanzania is an asset
  • Required technical expertise:
  • Proven technical expertise in international development and approaches to peacebuilding and experience in cooperating with security actors
  • Strong analytical skills, experience in conflict analysis
  • Proven experience in working with local communities and local government agencies in Mozambique
  • Sound knowledge of the peace and security sector in Mozambique and the region
  • Experience in analysing root causes of radicalization and extremism is an asset
  • Good knowledge of government frameworks, actors and processes at central and decentralized level in Mozambique
  • Experience in results-based monitoring and evaluation including cross cutting topics, in particular gender equality, conflict-sensitive monitoring / Do No Harm, human rights and participatory development
  • Other knowledge and competences:
  • Willingness to travel to remote areas in Niassa and other areas in Northern Mozambique as required
  • Willingness to learn and adapt to GIZ system
  • Strong team spirit and partner orientation
  • Proactive and solution-oriented mindset
  • Willingness to contribute to teambuilding processes
  • Intercultural competencies
  • Strong managerial and organisational competence, ability to structure processes and work independently
  • Good working knowledge of IC technologies (especially MS Teams, Excel, Power Point, Outlook, Word)
  • Language proficiency:
  • Very good knowledge of Portuguese (C2)
  • Very good knowledge of English (C1)
  • Good knowledge of Swahili (B2) is an advantage
  • Knowledge of other local languages such as Mwani, Makua or Makonde is an advantage
