Plan International is recruiting a Team Leader (m/f), to be based in Maputo, Mozambique with frequent travels to the provinces.
Description
  • Team Leader will lead on overall project implementation and will provide leadership in the management of project budget, risk and outcomes. She/He will motivate project team and partners for successful implementation of the project and will develop and maintain a strong relationship with relevant government institutions and other stakeholders. This position is contingent upon award of the programme to Plan International
Duties
  • Provide overall technical and managerial oversight and leadership for the assignment
  • Ensure the assignment’ deliverables are met in line with contract requirements, agreed timescales and budget
  • Supervise field operations, project administration, logistics and procurement
  • Ensure that all delivery partners are aware of, and compliant with, World Bank and Plan International standards procedures and regulations
  • Oversee the consolidation and submission of quality assignment’ deliverables and any required project reports on time Engage effectively with key national, district, and community stakeholders, including government, contracting authority, civil society and service providers to ensure smooth delivery of the programme
  • Represent the project externally, as needed and agreed by matrix management supervisors
  • Ensure that Plan International’s global policies for Child Protection (CPP), Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded across all project activities in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures
Requisites
  • At least a Master's degree in Anthropology, Sociology, Psychology, Pedagogy, Public Health, or a related field
  • Minimum of 10 years of experience in leading, designing and implementing programs focused on youth and/or girl empowerment, community engagement, education or related areas, preferably in Mozambique
  • Experience in managing large donor-funded programmes in challenging environments, ideally in Mozambique
  • Demonstrable leadership and people management skills
  • Applied technical knowledge in thematic area of in and out-of-school girls` empowerment, including addressing social norms by working with community leaders and families, life skills training and mentoring, GBV prevention, Sexual and Reproductive Health Rights (SRHR)
  • Strong relationships with sector specialists and relevant government offices in Mozambique
  • Experience in managing commercial contracts (WB or other key donor contracts) and implementing Payment by Results programming
  • Experience working with national Mozambican government structures
  • Applied knowledge of World Bank procedures would be an advantage
  • Consortium management experience with working through partners
  • Experience managing projects with a focus on behaviour change would be an advantage; Demonstrable applied knowledge of Adaptive Management programming would be an advantage
  • Demonstrated knowledge of management accounting skills
  • Experience working/ collaborating with diverse sets of stakeholders, such as government institutions and officials, NGOs, donor representatives, local and international staff.
  • Ability to represent project to various audience
  • Mozambican national with the ability to articulate and demonstrate a strong understanding of the institutional, social and cultural reality of Mozambique
  • Strong communication skills (oral and written) in both Portuguese and English, including advanced report writing skills
