(IBTCI), a US based international development consulting company established in 1987, has worked in over eighty-five countries and has implemented over one hundred and fifty projects. IBTCI has served governments, private sector companies and several donor agencies in practice areas of Monitoring & Evaluation, Accountancy and Financial Management; Procurement Services; Banking and Finance and Private Sector Development.

IBTCI is recruiting for a senior-level Team Leader/ Evaluation Specialist for an anticipated project to conduct an evaluation of the USAID-funded Strengthening Communities through Integrated Programming (SCIP) Project.

Description of the SCIP Project

The Strengthening Communities through Integrated Programming (SCIP) project was developed to increase synergies across USAID/Mozambique’s various health, agriculture, and community programs in Zambezia and Nampula Provinces in order to amplify their collective impact at the provincial, district, and community levels. The overall purpose of the SCIP project is to integrate health, HIV/AIDS, water/sanitation, and rural enterprise components with nutrition and agriculture to strengthen communities in Nampula and Zambezia.

Evaluation Purpose and Technical Requirements

The two-fold purpose of this evaluation is to: Assess the effectiveness of integration as a model for service delivery by SCIP in order to inform recommendations on whether to continue this approach or modify it for future programing. Assess processes and mid-term progress toward results in selected areas and determine whether the interventions designed to achieve these results are contributing toward the objectives in order to inform programming decisions (e.g. scale-up, modification, and enhancement) in these areas in the second half of the project.

Evaluation Scope

This Evaluation will cover SCIP activities in Nampula and Zambezia provinces that are focus on Health activities. Since this program is a result of integration of Health and Economic Growth within USAID/Mozambique, a review of relevant documents from both offices will be required.

Evaluation Design

The evaluation will utilize a combination of quantitative and qualitative data collection and analysis, using primary and secondary data sources to answer the questions outlined above. Methodologies will include (1) review of relevant program related documents, (2) in-depth interviews of key informants and focus groups, and (3) analysis of SCIP performance monitoring data. To establish a basis on which to build, the evaluation team will review all relevant documents/resources about the projects, including, but not limited to the online resources listed below.

Duties
  • Serve as the team’s principal point of contact with the USAID in the field
  • Serve as the lead author of the draft and final evaluation reports
  • Coordinate team member input to the draft evaluation report and manages the report writing process
  • Oversee the financial administration of the budget for project expenses in the field
  • Lead the Team Planning Meetings and manage subsequent team coordination meetings
  • Lead the refinement of the methodology, if needed, and develop data collection instruments
  • Supervise and conduct key informant interviews (KIIs) and other data collection processes
  • Supervise and serve as the primary interface with team’s sub-contractor on data collection, approves their deliverables before IBTCI review
  • Lead preparation and delivery of all presentations and briefings to USAID
  • Assign roles, responsibilities and tasks to team members over the course of the evaluation, and coordinates workflow and tasks to ensure that team members are keeping to the defined schedule
  • Assign tasks for and oversees the analysis and synthesis of collected data and facilitate concurrence on findings among the team members
  • Assume primary responsibility for maintaining positive and productive relationships with the client including USAID representatives and personnel, as well as with the staff of USAID implementing partners, program beneficiaries, and other program stakeholders that will participate in the evaluation
  • Manage the evaluation team and workload, and maintain positive and productive working relationships among evaluation team members
  • Ensure quality of all project deliverables listed in this scope of work other materials relevant to the project as requested by IBTCI, as well as all related tasks and activities, including data collection and analysis methods performed during the project
  • Comply with the USAID 2011 Evaluation Policy, the USAID data quality standards as outlined in relevant chapters of the USAID Automated Directive System (ADS) and other performance standards as directed by IBTCI and the client
Requisites
  • Extensive experience leading and participating in evaluations, specifically for USAID
  • Background in global health with subject matter expertise in a variety of programmatic areas
  • Previous experience leading performance evaluations using mixed methods
  • Previous experience developing and utilizing quantitative and qualitative data collection tools
  • Previous experience collecting and triangulating data to develop conclusions in response to the evaluation questions
  • Previous experience evaluating health development programs and projects, including extensive experience from Sub-Saharan Africa, preferably Southern African states
  • Previous experience working in Mozambique is highly desirable
  • Previous experience working on public health programs and in particular, community health programs, in the Southern Africa Region context will be an added advantage
  • Previous experience identifying best practices to develop evaluation processes including the minimum practices and requirements set forth by USAID’s Evaluation Policy
  • Fluency in English and working knowledge of Portuguese are required
  • A minimum of US Department of State Level 3 proficiency in Portuguese for reading, writing, and speaking

  • The duration of the assignment is approximately 13 weeks
  • The Team Leader will spend six weeks in Mozambique to lead the field work
