SIGLUS Help Desk Associate


Chemonics is recruiting a SIGLUS Help Desk Associate, to be based in Maputo, Mozambique.
  • The overall goal of GHSC-PSM is to procure and provide health commodities for all USAID health programs, including but not limited to, HIV/AIDS, Malaria, Family Planning, and Maternal & Child Health, as well as provide systems strengthening technical assistance to improve supply chain management and commodity security in Mozambique
  • The SIGLUS Associate will be responsible for supporting the Ministry of Health / CMAM to deploy and assist the use of SIGLUS, an electronic logistics management information system (LMIS) for health facilities that interfaces with other relevant logistics management information systems in Mozambique
  • Support the SIGLUS Manager in the design, development, testing and implementation of logistic information systems for the health facility (SIGLUS)
  • Assist in the Preparation of general and technical requirements for SIGLUS system rollout, including, technical, operational, security, performance, regulatory, and training considerations
  • Monitor the use of the system, that means compliance with the rules, completion of information, synchronization status
  • Assist the users with the resolution of daily problems, like bugs, interface problems and connectivity
  • Document most asked questions, frequent bugs and solutions
  • Assist in Develop technical specifications for SIGLUS system improvements with specific focused on technology fit with operational environment, scalability, user appropriateness, reporting, security, performance, regulatory compliance, training functions, operational costs, and other areas
  • Assist/develop periodic reports based on CMAM / PSM requirements
  • Assist the SIGLUS Manager in the support of data driven decision making at all levels
  • Support active communications with the software supplier for daily functionalities, new features and developments
  • Assist in development of training materials
  • Assist and perform training to new users and refreshment training
  • Liaise with hosting provide to ensure that SIGLUS system available 24/7, backup procedures, data integrity and network security etc.
  • Other duties as required by the SIGLUS Manager
  • Bachelor’s degree in information technology or relevant field required
  • Up to 2 years of relevant work experience
  • Demonstrated experience and skills working in IT Systems
  • Demonstrated experience delivering support to implement an LMIS system
  • Experience working on a USAID or donor-funded project preferred
  • Knowledge of CMAM supply chain and CMAM LMIS and SOPs
  • Customer service oriented and ability to work with cooperating partners and vendors in implementing complex programs
  • Demonstrated capacity to deal with personnel from all levels of the government
  • Fluency in Portuguese required, and basic English preferred
  • Strong written, and oral communications, presentation, and training skills

  • Working Conditions/Duration of Assignment: This is a long-term position for the life of the contract based at CMAM in Zimpeto, Mozambique with occasional travel to GHSC-PSM’s main office in Maputo City
