UNAIDS is an innovative United Nations partnership that leads and inspires the world in achieving universal access to HIV prevention, treatment, care and support.

The thrust of the UNAIDS Office is to effectively contribute to the national AIDS response with high level policy, strategic guidance and technical support to scale up towards universal access to HIV prevention, treatment, care and support. In this regard the UNAIDS Country Office will be playing a high level policy driven role, providing intellectual and strategic leadership on AIDS, high quality technical support, promoting and advocating for sustained high level engagement of government and civil society. In addition, the UNAIDS Country Office will continue to play an important role in facilitating the leveraging of Global Fund resources and monitoring grants performance by supporting the Country Coordinating Mechanism (CCM). As convener of the Joint UN Team on AIDS and a Secretariat of the UN Theme Group on AIDS, the Country Office will strive to ensure strategic relevance, coherence, simplification and harmonization of the Joint UN Support Plan to the National Strategic Plan and monitor its implementation.

Duties

The incumbent leads UNAIDS' reinforced and reinvigorated strategic information role focused on assessing progress and identifying programmatic gaps of the country's AIDS response, under the direct supervision of the UCC and with technical guidance from the RST and relevant Geneva units and departments. The incumbent plays a pivotal role in providing the evidence needed by the UCO to fulfill its strategic role in the country. This is done by analysis of data on the status and trends in the epidemic and the response, including modelling and mapping, to quickly and efficiently assess the impacts of past efforts and chart the way forward. These analyses and suggested programmatic actions will be shared with RSTs and headquarters to enrich the aggregated picture at regional and global levels.

In particular, the incumbent is assigned the following responsibilities:

  • Lead and influence the prioritization, process and technical aspects of a wide array of data collection and compilation, and analysis related to epidemiology and the response, in view of informing future programme efforts
  • Surveillance, surveys and mapping
  • Analyses of programmatic and survey data on the response
  • Strengthening of Monitoring and Evaluation systems
  • Analyses of status and trends of the epidemic
  • Analyses of the distribution of new infections by geography and by mode of transmission
  • Triangulation and modelling of epidemiological and response data to assess impact and identify programmatic gaps
  • Lead the monitoring of the UNJP on AIDS and acts as strategic adviser for all agencies on their HIV related work including the monitoring of the implementation of UBRAF and UNDAF
  • Lead the UCO's support for reporting at national level and contributes data and analyses to the regional and global level
  • Plan and support capacity building of national counterparts in data collection, data analysis, reporting and using evidence for programming
  • Coordinate, convene and collaborate closely with country level partners including GFATM, bilateral agencies including PEPFAR, International NGOs on advancing an evidence informed approach to the national AIDS response
  • Provide strategic advice to the UCC about specific programmatic actions and reprogramming informed by strategic analyses that identify programme gaps
  • Perform other related duties as required by the UNAIDS Country Coordinator
Requisites
  • Advanced university degree in public health, epidemiology, statistics or demography

  • A minimum of 11 to 15 years' experience in the design, development and operational application of strategic information systems including monitoring, modeling and evaluation of AIDS programmes in low and middle income country settings
  • Demonstrated knowledge and experience in the UN System
  • Advanced knowledge of English
  • Good knowledge of Portuguese. Knowledge of another UN language an asset
Notes

Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
