Senior Operations Manager (m/f)

TechnoServe is recruiting a Senior Operations Manager (m/f), to be based in Maputo, Mozambique.
Duties
  • Reporting to the Country Director, the Senior Operations Manager provides daily operations leadership to the country platform through appropriate management, planning, contracting, accounting and financial reporting, audit, and control/compliance functions. With two direct reports, the Senior Operations Manager will oversee a team of around twelve finance, administration and human resources professionals
  • The Senior Operations Manager will focus on the following priorities:
  • Ensure high levels of consistency and compliance across program operations at head office and field offices that support programmatic excellence
  • Lead effective and regular communication with all staff on all issues related to finance, operations, administration and human resources
  • Oversee Human Resources processes and procedures, ensuring they are implemented well to attract qualified staff and result in high staff retention
  • Remain current with the labour law, immigration law and other legislation that affects the organization’s operations.
  • Ensure the program spending is according to estimations by working closely with the program teams and monitoring budget execution on a monthly basis
  • Lead systems improvements in budgeting and cost control
  • Remain current with new accounting, tax, and other regulations that affect the organization’s operations.
  • The Senior Operations Manager will promote programmatic excellence by being an effective link between the finance, human resources, administrative and logistics functions of the Mozambique platform, and the programs that they support. Key success factors include decreased time spent on administrative needs, highly functioning communication channels, increased feeling of satisfaction in service delivery by the program teams
  • Administration, Human Resources and Governance
  • Working with the Administration and Human Resources Manager and her team, the Senior Operations Manager will ensure the adequate management of the following functions:
  • Ensure and plan for efficient use of resources to deliver quality operations support to program teams at the head office and program offices
  • Ensure sound systems to monitor and manage inventory and the use thereof
  • Maintain and improve systems to oversee HR related processes, such as local recruitment of staff and consultants, the management of employee benefits (medical aid, pension fund), leave and other absences, training and professional development, performance appraisals
  • Drive constant improvements in TechnoServe onboarding, refresher and ad-hoc trainings across all topics related to professional development
  • Develop and support sound employee career advancement opportunities and plans ensuring staff understand that TechnoServe is invested in their future
  • Assist with recruitment of high quality staff and support the HR department in creating recruitment and retention strategies in line with Technoserve policies
  • Lead the annual market study to ensure competitive salary bands within Technoserve Policies and Market data.
  • Ensure legal compliance with labor, social security, and tax laws
  • Ensure reporting preparation and submission for government and regulatory purposes in Mozambique
  • Ensure adequate management of HR files and other statutory documentation
  • Finance and Budget Management
  • Working with the Finance Manager and his team, the Senior Operations Manager will ensure the adequate management of the following functions:
  • Create program and platform forecasting, and financial analyses to inform planning and operational decision-making
  • Ensure sound cash flow planning and management
  • Review and support in the annual and mid-year budgeting processes, in coordination with financial manager, program directors and program managers
  • Oversee appropriate internal controls, financial procedures, and accurate accounting for TechnoServe’s time recording, facilities, travel and procurement expenses
  • Support with new program budgets and financial proposals
  • Through effective working relationships with the Financial Manager and Regional Financial Analyst (RFA), ensure timely, accurate, and useful financial and management reporting for multiple audiences, including Country Director and Program Directors, and donors/funding sources
  • Coordinate management requirements and response for external, internal and project audits
  • C. Contracts, Subawards and Procurement Management
  • Working with the Administration and Human Resources Manager and her team, as well as directly with the Program Leadership, the Senior Operations Manager will ensure the adequate management of the following functions:
  • Ensure 100% contractual and agreement compliance for donor projects; support budget or contract modification processes, as needed
  • Oversee program subaward contracts and ensure compliance under the partnership management on programs
  • Ensure adequate training in subaward procedures for all relevant program staff
  • Oversee overall procurement and ensure compliance with Technoseve policy, ultimate responsible of quality of the procurement processes
  • Ensure adequate training in procurement procedures for all staff in all field offices
  • Streamline procurement and subaward procedures and processes for maximum efficiency and ensure proper training of all staff in procedures
  • Design and implement effective and efficient administrative processes to support program excellence
Requisites
  • At a minimum Bachelor’s degree in accounting, human resources, business administration or other relevant subject required and at least 7 years of relevant professional experience required. Masters degree is preferred
  • Strong HR management and HR strategy skills including strong understanding of labor law and general HR practices
  • Strong budget management and financial analysis skills including proficiency in Excel
  • Detail-oriented with strong organizational, analytical, research and quantitative skills
  • Proven team player with strong interpersonal and cross-cultural skills
  • Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines
  • Outstanding problem solving skills
  • Deep understanding and experience in using the Microsoft suite (Excel, PowerPoint, Word) as well as the Google suite (Google docs, Google Drive, etc.)
  • Proficiency in Portuguese and English required
