MSI is recruiting a Senior Evaluation Advisor, USAID/Mozambique Monitoring and Evaluation Mechanism and Services (m/f), to be based in Maputo, Mozambique.
Description
  • MSI is preparing to bid on the Mozambique Monitoring and Evaluation Mechanism and Services 2 (MMEMS-2) contract, expected to be competed in winter/spring of 2022. The contract will support the Mission in planning, designing, conducting, disseminating and learning from rigorous monitoring and evaluation of its development activities; and with the strengthening of monitoring, evaluation and learning (MEL) systems at USAID/Mozambique and its implementing partners. The contract will also enhance the institutional capacity of host country and local partners to improve MEL capacity, their accountability and their use of evidence for programming, learning and adapting. This contract is expected to support a 5-year project scheduled to begin Summer, 2022
  • The Senior Evaluation Specialist will have primary responsibility for delivering evaluation services needed for the USAID/Mozambique MMEMS-2 contract. They will oversee design and management of all evaluations. The ideal candidate will have at least 8 years of relevant experience, preferably including significant work on evaluations of health projects. The position will require managing the delivery of evaluation services across Mozambique from an MSI office in Maputo
Duties
  • Lead all evaluation/research assignments conducted under the contract, to include: o Work with the client to refine scopes of work for evaluation and research assignments
  • Recruit, orient and oversee work of short-term consultants to support evaluations and research
  • Oversee the design of evaluations, including details of data collection protocols for surveys, focus groups and key informant interviews
  • Ensure all analysis and reporting comply with USAID and industry best practices
  • Review and edit final evaluation and research reports
  • Ensure all evaluation and research assignments are completed in accordance with USAID policy as delineated in ADS 201
  • Troubleshoot assignments while they are underway and regularly liaise with USAID and the Chief of Party on progress
  • Ensure evaluations support USAID/Mozambique’s learning and adaptation objectives
  • Supervise Evaluation Specialists supporting evaluations and research studies
  • Ensure the inclusion of gender dimensions in studies, by liaising with MMEMS-2’s gender advisor
  • Proactively identify opportunities for studies that would be useful to USAID
  • Support collaborating, learning and adapting efforts by USAID and its implementing partners
Requisites
  • Bachelor’s degree required. Master’s degree in a social science, international relations, economics, business, development studies or a related field preferred
  • Eight (8) years of direct experience developing and managing evaluations and/or conducting social science research
  • Five (5) years of experience managing staff conducting MEL and/or research efforts
  • Strong technical background in designing, managing and/or carrying out performance and impact evaluations
  • Experience integrating USAID’s CLA initiative into MEL programming preferred
  • Demonstrated skills and experience in data collection and analysis
  • Strong skills in providing robust and easy-to-understand data visualizations
  • Excellent oral and written communication skills in English; proficiency in Portuguese strongly preferred
