Global Alliance for Improved Nutrition is recruiting a Salt Iodization Associate, to be based in Maputo, Mozambique.

Duties
  • Provide techno-managerial support to Salt Iodization National Program in Mozambique in close partnership with salt producer, and their respective associations, UNICEF, Ministry of Industry, Ministry of Health and other stakeholders
  • Support the Country Director in the review and monitoring of program progress, and making recommendations following periodic progress and financial reporting reviews documents provided by the consultants
  • Support the development and implement a joint advocacy plan between UNICEF/GAIN and partners to institutionalize and merge the USI with other food fortification program at government level in order to improve efficiency, alignment and coordination in the areas of industry, M&E, QA/QC, premix/KIO3 supply, and demand creation
  • Support the review and finalization the USI strategy to include the new approved regulations and be prepared to include it within the larger Food fortification strategy currently drafted by WFP
  • Support CONFAM and PRONIS to disseminate the modified law and national standards for iodized salt and food fortification- The dissemination activities will include workshops in at least six provinces in at least the six salt producing provinces: Maputo, Inhambane, Sofala, Zambézia, Nampula, Cabo Delgado
  • In coordination with WFP, support development of a salt supply KIO3 mechanism
  • In coordination with WFP and partners, support assessment on the capacity gaps of INAE and Alfândegas to plan, coordinate and conduct inspections of iodized salt and other fortified food vehicles at all levels
  • Review and push to implement the current regulatory monitoring framework developed for fortified food, which includes iodized salt
  • Support an assessment of food control agency LNHAA – National Food and water Laboratory and the two main provincial laboratories in Beira and Nampula: evaluate their equipment needs including simple test kits, training needs to assess iodized salt and other fortified food vehicles as well as general food safety parameters
  • Support development a costed inspection plan with clear resource needs, quarterly targets, and lobby for a government budget allocation for 2017
  • Incorporate into Food Fortification monitoring documents salt quality monitoring and convert manuals into training materials
  • Support the work to create an updated version of the current salt database and to integrate food fortification data at National level food fortification data, understand how to aggregate and report data on inspection activities conducted through-out the country, and ensure that database is regularly updated
  • Organize national seminars and consultations, and garner political and policy commitment to the food fortification agenda, which includes iodized salt
  • Document good/best practices and learnings and advocate for replication and mainstreaming of these learnings and practices
  • Ensure regular reporting and coordination with UNICEF
  • Reports to the Country Director Mozambique
  • Large Scale Food Fortification Team and Monitoring, Learning and Research tea
  • UNICEF focal point to develop a cohesive strategy and implementation plan to support project and program delivery
  • Manages external consultants
Requisites
  • Reports to the Country Director Mozambique
  • Large Scale Food Fortification Team and Monitoring, Learning and Research team UNICEF focal point to develop a cohesive strategy and implementation plan to support project and program delivery
  • Manages external consultants
  • Five years of experience in developing and managing projects, preferably in the salt, or 5 years of international or national program management experience
  • Good knowledge on the food productions environment in Mozambique and the surrounding region is preferable
  • Experience in working with financial and project management systems
  • Experience in negotiation with various stakeholders
  • Degree in Food Technology, Nutrition, Business Administration or related fields
  • Computer literacy with excellent Excel, MS word, Outlook, and Power Point skills
  • Excellent command of spoken and written in Portuguese and English is essential
  • Ability to travel frequently
  • Experience of working in the food industry or public health sector in Mozambique will be an advantage
