Regional Manager – North

US Embassy is recruiting a Regional Manager - North, to be based in Nampula, Mozambique.

Duties
  • Serve as manager of our Nampula office, facilitating communication, coordination, and teamwork across units and programs
  • Day-to-day supervision of 10+ staff positions: Education Program Manager, Health Program Manager, Safety & Security Assistant, Medical Assistant, Community Libraries Program (CLP) Coordinator, Administrative Assistant, Driver, and Regional Program Assistants in Mocuba, Cuamba, and Pemba
  • Liaises regularly with Maputo staff who serve as technical supervisors of northern staff
  • Ensures a coordinated communication and approval process within the Nampula office and to the Maputo office
  • Coordinates Nampula staff travel/vehicle use
  • Provide or organize staff development and training for northern staff
  • Provide coaching and feedback to northern staff and provide input on performance appraisals of northern staff
  • Demonstrate a well-developed understanding of local conditions in the north (social, cultural, historical, political) and help assure that Volunteer activities respond to development needs and are consistent with Peace Corps philosophy and practice
  • Create an atmosphere conducive to good communication and teamwork, actively seeking the input of staff and PCVs on various aspects of Peace Corps activities in the north and actively coordinating with Maputo staff
  • Coordinate the site identification and preparation process in the four northernmost provinces, in coordination with the Maputo office
  • Accompany staff in conducting site visits and providing technical and emotional support to PCVs in the north
  • Represent Peace Corps with partners in the north, clearly and accurately communicating Peace Corps’ mission to partners and the general public, and work with staff to coordinate with public and private institutions
  • Oversee the Community Libraries Program (CLP) with the CLP Coordinator. This includes organizing training events and monitoring and overseeing third-party contractor deliverables (training and evaluation services)
  • Applies PC policies, rules, and regulations in a fair and consistent, non-arbitrary manner, demonstrating leadership and setting the right example
  • Lead and set example for staff in consistent response to northern PCV issues and problem-solving, utilizing the various skills and techniques of coaching PCVs
  • Support staff team response to emergency needs of PCVs, including safety and security needs
  • Ensures that safety and security policies are followed by PCVs and staff, with particular attention to policies and practices related to site identification and Peace Corps Manual Section 270
  • Participates at opportune moments in PST (Namaacha) and trainings, meetings, and conferences that may take place in Maputo or elsewhere outside Nampula
  • Facilitates sessions in ISTs on topics of expertise or related to the overall direction of the program in the north and Peace Corps policies, in consultation with the DD and DPT
  • Participates actively in post’s strategic planning activities as a member of the senior staff
  • Assists in recruiting applicants from the north for future staff positions
Requisites
  • Proven leadership skills and demonstrated willingness and ability to work in a collegial and participatory manner as a leader
  • Master’s degree in relevant field and 4 year’s relevant experience in management and leadership; or Bachelor’s degree and 8 years’ experience
  • Experience in health, education, gender-related programming or other development-focused projects, especially those that are community-based and involve a variety of partners and institutions
  • Ability to travel on a regular basis (up to 35% time), including to Maputo
  • Knowledge and experience with grants, monitoring and evaluation, community assessment, and program design and development is most relevant
  • Oral and written fluency in English and in Portuguese
  • Strong inter-personal and written communication skills
  • Knowledge of the Mozambican health care system and education system as well as the activities of NGOs, both international and Mozambican
  • Valid Mozambican driver’s license
  • Mozambican residency and work permit
  • Ability to successfully pass a security clearance through the U.S. Embassy
  • Experience working with international volunteers and staff and especially with young Americans, whether as Peace Corps Volunteers or in other capacities
  • Experience working in rural areas of Mozambique
  • Experienced trainer/presenter/facilitator
