ADPP Moçambique

ADPP is recruiting a Purchasing Manager, to be based in Maputo, Mozambique.

Duties
  • The Purchase Manager will have the responsibility purchase all the required goods in ADPP, and organize the goods to be delivered to the projects in all provinces
  • The Purchasing must be done in close cooperation with the Project Leadership, and done to the satisfaction of the people in the projects that we be receiving the goods, and that they will suit the conditions in the projects
  • The Purchase Manager will be instrumental in finding solutions for technical and material problems
  • The Purchase Manager will secure that all purchasing is done according to ADP, is procurement ruels and moreover follow the guidelines and requirements of the funding partners
  • The Procurement Manager must secure that the process is fair and transparent and the documentation of the process is available and kept on file, so it is always available for later audit purpose
  • The Purchasing Manager must know the current budgets and identify the goods, items and services that must be supplied by the Purchase Department, and make a year plan for the purchase. The Purchasing Manager must make cash flow for the needed funds, and work with the cash flow office to secure that the payment can take place at the planed time
  • The Purchase Manager must always negotiating the best deals for ADPP and make sure that ADPP gets two dollar value for each dollar spend
  • Make system with preferred suppliers in all provinces as well as centrally, to smoothen the purchase procedure, and secure good quality for low prices
  • Make investigations on how to do the purchasing of daily consumables in the most cost effective ways, by negotiating deals country vies with national suppliers, so the deal can be utilized by the projects in the provinces. Look for solutions with importing goods for the purchase where it will be an advantage
  • The Purchase Manager must organize the logistic, so all goods are delivered to the projects and a system is set in place to keep track of the goods, so that all is clearly accounted for. This also include responsibility for the storeroom at the HQ
  • The Purchase manager must improve the system for asset management. Make clear instructions guidelines and manuals, so that all the best experiences in how to take care of assets are untiled all over, and to give the asset a long lifespan. Develop the systems tagging asset and make database for keeping overview of where the assets are utilized, and inventory lists that must be regularly updated on the project level. Organize asset verification once a year
  • Develop the policies, manuals and tools regarding purchase, and conduct training with the relevant people to insure that the policies are known and implemented trough out the organization
  • The purchase Manager is responsible for that all the audit requirements regarding purchase and assets control is meet. And documentation kept so that is available for audit or other request at all time
Requisites
  • Minimum of 5 year experience in similar role
  • Knowledge and experience of funded projects by international partners like UN, USAID, USDA, EU and Global Fund
  • Knowledge and experience of import and export processes
  • Strong bargaining and contract management skills
  • Fluent in both Portuguese and English languages
