Project Management Specialist – Environment

US Embassy is recruiting a Project Management Specialist - Environment, to be based in Maputo, Mozambique.

Duties
  • The Environment Specialist serves as the strategic, policy, and technical advisor for biodiversity conservation and climate change activities. S/he is a mid-level expert in climate change, biodiversity conservation, natural sciences, environmental policy, and natural resource management
  • The incumbent provides strategic, policy and technical guidance and advice in environmental areas, particularly those related to biodiversity conservation and climate change
  • The incumbent contributes to strategy development, project design, policy position papers, and represents USAID as a liaison with government entities and in select donor fora and program steering committees
  • The incumbent ensures effective linkages and synergy with other USAID projects (governance, food security, agribusiness value chains, agricultural policy and planning, and an integrated health/agriculture initiative)
  • The incumbent provides direction and/or manages projects as part of the Biodiversity Conservation and Tourism (BIOTOUR) program. The work involves regular contacts with mid-and senior level officials in the Government of Mozambique, donor organizations, universities, private sector businesses, international research organizations, and NGO representatives
  • Contacts with various stakeholders allows for not readily available information to be obtained, and to conduct thorough analyses and effective project management
  • Contacts with projects will be on a regular basis and involve office and field visits
Requisites
  • Education: Bachelor’s Degree in environmental management, science, engineering, natural resource management, biodiversity conservation, botany, ecology, geography, forestry, rural development, or closely related field
  • Prior Work Experience Minimum of three years of professional-level experience in an area(s) related to strategy and policy development, and program design and management, especially in conservation, community-based natural resource management, and climate change related fields, which includes coordination experiences
  • Language Proficiency: Level 4 English and Portuguese (Fluent) speaking, reading, writing given the complex nature of technical documents and regulations
  • Job Knowledge: Knowledge of biodiversity conservation, climate change, and/or natural resource management programs in Mozambique and/or Southern Africa. Knowledge of Mozambique’s economic, political, social, and cultural characteristics, government’s environmental regulatory policy and regulations, and/or major trends in national conservation and/or climate change sector development
  • Basic knowledge of gender mainstreaming and environmental degradation on development
  • Skills and Abilities: Demonstrated ability to establish positive relations with Government of Mozambique officials at the national, provincial, and/or district levels, and/or with USAID, donors, private sector, and/or NGOs involved in development activities in order to coordinate events or obtain information useful in conducting analyses of complex issues
  • Critical thinking, self-motivation, and excellent organizational skills highly preferred
  • Selection Process: Candidates will be evaluated based on relevant education, knowledge, language, skills and abilities demonstrated in their applications, interviews and references. This is a local position and compensation will be in accordance with the Local Compensation Plan
