Codecan is recruiting a Project Consultant, BETTER, to be based in Maputo, Mozambique.

Duties
  • Better Education through Teacher Training and Empowerment for Results (BETTER) is a seven-year, Global Affairs Canada and CODE co-funded project to support pre-service teacher training in Mozambique. Implemented by CODE and its Mozambican partner Associação Progresso beginning in July 2015, the ultimate goal of BETTER is to improve the quality of education for primary students by improving the quality of teacher education in Mozambique. BETTER aims to reinforce the use of student centered methodologies and promote gender equality in the project IFPs and primary schools, strengthen teachers’ skills to teach language and literacy, improve supervision and coaching for aspiring teachers during practicum, strengthen school management in placement schools, and improve the quality and quantity of materials to support language and literacy instruction. Through systematic monitoring and evaluation, and close coordination with the Mozambican Ministry of Education (MINEDH), BETTER will inform the expansion of similar interventions in the teacher program countrywide
  • The Project Consultant supports the achievement of BETTER’s objectives by working closely with CODE’s implementation partner Associação Progresso and other stakeholders in Mozambique to achieve the project’s outputs and outcomes in a timely and quality fashion. S/he supports the entire breadth of project management activities – planning, implementation, logistics, monitoring, evaluation, learning and reporting – from Mozambique
  • The Project Consultant also participates in the appropriate education, gender, children’s rights, NGO and related networks and forums in Mozambique, assures that timely and strategic information and project data flows in both directions, and facilitates visits to the field by CODE staff, volunteers and consultants. S/he maintains ongoing contact with Global Affairs Canada officials in Mozambique
Terms of Reference
  • Support BETTER’s project management activities (80%)
  • Support the BETTER project team (Project Manager, Gender Specialist, M&E Specialist, Volunteers, Consultants) in the field
  • Participate in biannual project implementation assessments, document learning and ensure they inform planning
  • Visiting project sites, attending project activities and submitting appropriate monitoring reports
  • Support BETTER team to include lessons learned and recommendations in planning and decision making
  • Liaise with Progresso staff to support timely implementation of planned activities, and facilitated appropriate technical assistance and support
  • Work with Progresso, ensuring that data collection and reporting are in line with the project’s Performance Measurement Framework (PMF) indicators
  • Facilitating the development of content in English for the semi-annual reports to be submitted to GAC and CODE
  • Coordinates participation of international consultants and volunteers in the project
  • Coordinates CODE meetings and field visits in Mozambique
  • Coordinate required translation
  • Liaises and coordinates with key partners, stakeholders and donors (20%)
  • Represents CODE in appropriate education, gender, children’s rights, NGO and related networks and forums in Mozambique
  • In consultation and coordination with the Program Manager, maintains contact with Global Affairs Canada officials in Mozambique
Requisites
  • Degree in international development or education or equivalent
  • At least 3 years’ experience in international development programming, preferably in Mozambique (additional experience is considered an asset)
  • Experience monitoring development programs
  • Experience reporting to donors
  • Excellent written skills with experience in proposal and report writing
  • Fluency in English and Portuguese
  • Ability to travel frequently (at least quarterly and potentially more often)
  • Experience working with/through partners in implementing development programs
