Adra Mozambique is recruiting a Programme and Proposal Development Consultant (m/f), to be based in Maputo, Mozambique.
Description
  • The Adventist Development and Relief Agency, UK (ADRAUK) in partnership with ADRA Mozambique, is developing a proposal for submission to the "Darwin Initiative Extra”. The Darwin Initiative is a UK government grants scheme that helps to protect biodiversity and the natural environment through locally based projects worldwide
  • Grants are awarded for biodiversity-poverty reduction activities in eligible countries, helping these countries meet their commitments under the Multilateral Environment Agreements, Sustainable Development Goals, and national policy
  • Funding of between £600,000 - £5,000,000, for project duration of 2-5 years. We aim to submit the application on 3rd October, but the consultant is expected to complete the full proposal on 01 October to ensure proper proposal quality control
  • ADRA plans to submit a proposal based on ecosystem-based adaptation (EbA) focusing on the protection, rehabilitation, and sustainable management of critical ecosystems such as mangroves, and enhancing related livelihood of coastal communities in Mozambique. This proposed action builds on a previously developed project concept
  • ADRA is therefore seeking a programme and proposal development consultant to lead the design, proposal development and bid-writing process. The consultant will integrate approaches from the project concept already developed by ADRA, and previous biodiversity, conservation and livelihood resilience programmes
  • As part of the proposal development process, and based on EbA, the consultant will identify areas of potential innovations, synergies identifying value for money (VFM), and collaborations between actors and stakeholders (e.g. Government, technical environment and conservation services, local NGOs, international NGOs, universities/academia, policy/research institutes, etc.) that could serve as fundamental pillars of an innovative approach to relevant SDG goals related to biodiversity protection and poverty reduction
  • Purpose of the Consultancy: The consultant will take the lead, in conjunction with the ADRA technical teams (within Mozambique and UK), to develop a compelling, evidence-based proposal for submission to Darwin Initiative by 03rd October 2022. The consultant will bring to the programme design process a thorough understanding of and prior experience in competitive bid-writing for large institutional donors, preferably Foreign, Commonwealth and Development Office, as well as multilateral funds supported by the UK (e.g. Green Climate Fund, Global Environment Facility, Climate Investment Funds, NAMA Facility etc.)
  • Preferably, the consultant will also have prior experience working in EbA, biodiversity, endangered species and ecosystem science (marine and coastal including sand forests, mangroves, seagrasses and/or corals), conservation, policy, and management, biodiversity offsets (not exhaustive). As well as biodiversity, conservation and the interrelation with coastal and marine livelihoods
  • Outcomes of the Consultancy: A completed, comprehensive proposal for the, Darwin Extra round 29 call for proposals, including the narrative proposal, logframe and implementation plan
  • Lines of Communication: The consultant will report to the ADRA-UK lead on this proposal development, and will work closely with the technical teams in Mozambique
Duties
  • Specific Tasks to be performed by the Consultant: The consultant will develop, in consultation with the ADRA technical team, a detailed work plan that will include undertaking at least the following tasks:
  • Review secondary literature on coastal marine ecosystem conservation and protection (including sand forests, mangroves, seagrasses and corals), biodiversity protection and conservation in Mozambique
  • Review ADRA’s current EbA, biodiversity, conservation and sustainable coastal and marine livelihoods programmes in Mozambique, as well as innovative models from other countries/donors to apply to the design of the proposal
  • Consult key stakeholders in Mozambique as needed to ensure that the programme design and bid integrates expertise from all relevant actors/sectors, including private sector, academia, institutes, Government departments, and others as needed
  • Work with relevant ADRA staff to identify the staffing needs/structure for the proposed programme
  • Draft/write the comprehensive proposal, using the Darwin application form; also, work with relevant ADRA staff from Mozambique and the UK to edit and finalise the proposal
  • Support the ADRA Finance team and others to develop the proposal budget
Requisites
  • Master’s Degree in Natural Sciences, Biodiversity and Conservation, or other related fields
  • At least 5 years’ combined experience in the designing complex international and multi-lateral funded biodiversity and conservation projects
  • Experience working on ecosystem-based adaptation approach to support sustainable coastal and marine ecosystem management
  • Experience and successful track record in major project development, specifically in biodiversity and ecosystem protection/conservation programmes financed by multilateral funds or major donors, including FCDO
  • Excellent consultation, facilitation, negotiation, analytical, research and presentation skills
  • Excellent verbal communication and writing skills in English
  • Able to collaborate with project development partners and to take guidance and feedback from the ADRA technical team
  • Knowledge of the Darwin Initiative strategy and approaches
