UNFPA is recruiting a Programme Analyst, Information Management & M&E, Sofala & Manica (m/f), to be based in Beira, Mozambique.
Description
  • The Programme Analyst, M&E and Information Management (IM) will be responsible for providing M&E technical support and information management of UNFPA´s programmes, including the humanitarian response, in both GBV and SRHR in Beira, Mozambique, as well as supporting humanitarian efforts in Manica. The incumbent will report to the designated Field Office Coordinator (primary supervisor) , under the guidance of the Surge Humanitarian Response Coordinator, and work in close collaboration with the M&E and Innovation Technical Specialist in Maputo (secondary supervisor)
Duties
  • The Programme Analyst, M&E and Information Management will provide strategic information management support to the management of the UNFPA’s humanitarian and post-emergency recovery programme in Sofala, including response to the new COVID-19 pandemic and the resulting new ways of working. His/her roles and responsibilities will include:
M&E and Information management
  • Responsible for technical guidance, coordination, data collection and analysis of SRHR and GBV related data from all members of the sector in Sofala
  • Create and maintain a database of SRHR and GBV actors, activities and commodities in Sofala, including special inputs provided under the COVID19 response, following UNFPA country office guidance
  • Timely reporting of indicators and milestones of projects and programmes implemented in Sofala and Manica, including report submission if relevant , and updating qualitative, quantitative, output and outcome performance indicator targets
  • Develop relevant M&E IT tools for gathering information about the project’s performance , including GIS, mobile technology, and databases
  • Ensure that information systems are in place to collect data on all indicators required by the donor and necessary for project decision making
  • Monitor data quality through the processes of collection, collation, storage, analysis, and reporting
  • Responsible of sharing up-to-date data and access to the database to selected key UNFPA staff, namely M&E advisor, surge specialists and relevant programme officers
  • Coordinate with relevant implementing partners and other actors for timely submission of data, data entry, analysis and reporting
  • Provide training and coaching on data collection, monitoring, information management and reporting procedures according to UNFPA systems to Implementing Partners and other relevant actors in SRHR and GBV, including relevant COVI19 precautions as needed
  • Design, implement, refine, and monitor data reporting systems for UNFPA’s own SRHR and GBV activities in Sofala and Manica as relevant to support the SRHR and GBV units with analysis and frequent field monitoring of Implementing Partners’ activities
  • Coordinate collection of geospatial information on essential SRHR/health and GBV services
  • Coordinate with other sector information management officers to keep up-to-date on humanitarian activities relevant to SRHR and GBV activities, as well as on information critical to effective disaster response such as flood/landslide risk areas, road access, or medevac/casevac points, including GPS cordenates when relevant Visually present where relevant agencies operate in Sofala and the surrounding vital infrastructures and service delivery points
Coordination
  • Attend and partake in meetings, trainings and special events related to SRHR and GBV humanitarian and post-emergency recovery activities, upon request of the Field Office coordinator
  • Provide SRHR and GBV updates as needed and share information gathered with SRHR and GBV teams and other relevant colleagues as well as SRHR and GBV partners
  • Assist in ensuring appropriate, timely liaison with the Country Office Units to monitor effective and timely distribution and utilization of emergency RH kits, contraceptives and other commodities and medicines that the Country Office has procured for Sofala
  • Liaise with other key SRHR and GBV actors to coordinate activities and create synergies where possible to avoid duplication of efforts in target areas, including in COVID19 pre-cautions, messaging and related activities
  • Facilitate communication flows among the SRHR and GBV teams to ensure updates are shared and that tasks are completed
  • Identify bottlenecks and take proactive actions to address the challenges that prevent the achievement of results in office support activities through planning and organizing
  • Work with the Field Office Coordinator and the SRH & GBV teams to organize and accurately complete multiple SRHR and GBV related tasks by establishing priorities while taking into consideration special COVID19 working modalities, deadlines, available resources and multiple reporting relationships
Communication and knowledge management
  • General management of SRHR and GBV team information, documents, correspondence and reports, including maintaining the shared folder and ensuring timely dissemination of information
  • Create, edit and present information (queries, reports, documents) in a clear and presentable format
  • Liaise with SRHR and GBV partners to share critical information, guiding documents and updates, as well as to connect and redirect partners to other relevant people and resources Organize the collection and compilation of information from SRHR and GBV partners in Sofala, including SRHR and GBV needs, activities, interventions, lessons and good practices
  • Assist the SRHR and GBV team in preparing relevant SRHR and GBV related advocacy materials, inputs and updates for relevant stakeholders and partners, including for UNFPA HQs, ISCG, donors, SitRep (in case of emergency programme), etc.
  • Assist the communications team in the Mozambique CO in providing information and materials to publicize UNFPA SRHR and GBV work via social media, press releases, articles, documentaries, TV interviews and radio
  • Coach and build the capacity of staff members and staff of implementing partners in information management, as needed
  • Any other duties: Perform any other duties as required by the CO Senior Managers, the Communications Officer and Humanitarian Response Coordinator
Requisites
  • Advanced degree (Master’s or equivalent and above) with specialization in public health, gender studies, humanitarian affairs, human rights, law, economics, statistics, data management, ICT, sociology, social work, development studies, public administration, international relations, and/or other related social science disciplines
  • Two years of experience in M&E, data management, or research, preferably related to health
  • Experience on data collection and analysis, including knowledge in geospatial information systems
  • Experience in UN/UNFPA humanitarian/development/peace-building programming and operations
  • Demonstrate understanding about UN common programming principles including human-rights based approach, gender equality and capacity development
  • Experience in GBV and/or survivors-centered approach
  • Experience in coordination and liaison with government counterparts and other development partners and stakeholders, including NGOs and communities
  • Demonstrated professional experience within a multinational and multicultural environment
  • Skills in building strategic alliances and partnerships, strong communication and networking and excellent organizational skills
  • Experience in developing and/or contributing to the development of training materials and experience in facilitating and conducting capacity development training
  • Excellent English and Portuguese speaking and writing skills, excellent communications skills, and inter-personal skills
  • Ability to self-manage, emotional intelligence, empathy, team spirit, conflict management as well as negotiating skills
  • Fluency in English and Portuguese is required
