DAI SPEED is recruiting a Portfolio Coordinator for Economic Governance (m/f), to be based in Maputo, Mozambique.
Description
  • The USAID Supporting the Enabling Environment for Development (SPEED) program supports the Government of Mozambique (GRM) to develop and implement policies that improve the country’s business enabling environment, thereby enhancing the role of the private sector in agriculture, trade facilitation, health, energy, and biodiversity conservation. The program also strengthens economic governance and public financial management and enhances the role of civil society in supporting Mozambique’s ability to plan, manage, and finance its own development
  • The SPEED program is seeking qualified candidates to serve in the role of Portfolio Coordinator (PC) for the Economic Governance Portfolio (EG). The Portfolio Coordinator (PC for EG) will support both Portfolio Managers (PM) and activities under the EG Component by establishing, administering, overseeing, and following-up on short-term technical assistance (STTA) special assignments; supporting monitoring and evaluation (M&E); and administering portfolio activities, events, and reporting
  • For the EG planned activities two sets of interventions will be carried out by the SPEED. On one set, SPEED will support relevant public and private institutions at national and local levels to improve participation, inclusion, transparency and accountability, to strengthen public financial management systems, as well ensuring adequate use of resources allocated for improving social service delivery, particularly health, power, and water. On the second set, SPEED will support civil society, the private sector, and other non-government actors with appropriate studies and analyses for evidence-based advocacy campaigns regarding transparency and accountability in the following set of policy and regulatory matters: access to information, decentralization, public revenue generation, public financial management, creation of a sovereign wealth fund, local content, and protecting the environment. SPEED will address both the demand and supply sides of accountability and oversight with the aim to achieve three main goals outline as follows: (i) support implementation of GRM’s transparency reform efforts; (ii) strengthen Civil Society’s role in promoting transparency and accountability; and, (iii) enhanced coordination among stakeholders
  • The impact of SPEED interventions for Economic Governance (EG) entails support to Portfolio Manager to coordinate activities, meetings and follow up with consultants in a pragmatic, timely and systematic way. It is basically from this background that SPEED would like to recruit the Portfolio Coordinator engage internship, essentially, to support the implementation of the Economic Governance Portfolio Manager
Duties
  • Develop scopes of work (SOWs) and support the work of STTA experts on legal and regulatory reform, including coordination, support, and facilitation of government engagement for activities under the SPEED Economic Governance Portfolio
  • Monitor technical and communications activities, and develop required reports and improvement methodologies to ensure effective implementation of the work plan
  • Manage everyday workflow, internal and external communications, problem resolution, reports and techniques of decision making, conflict resolution, work planning and feedback
  • Help ensure sectoral technical and administrative obligations of the contract are being met in a timely and results-oriented fashion
  • Help coordinate all sectoral technical aspects of the project and participate as indicated in technical aspects of the project (advisory, assessment, analysis, training, etc.)
  • Help ensure good relations with donor agencies and local implementing partners
  • Coordinate operational integration with other SPEED components and the MEL Manager to ensure all components to achieve optimal results and impact
  • Develop and maintain strong working relationships with the appropriate government ministries’ staff, and commercial associations, and others active in policy advocacy and articulation for Mozambique’s strategic development sectors
  • Be available to travel throughout Mozambique to support implementation of technical activities
  • Support organization and implementation of workshops, seminars, and conferences
  • Assist in setting up meetings with counterparts
Requisites
  • Bachelor’s degree in a relevant field required; advanced degree preferred
  • 6+ years’ of relevant professional experience in public financial management, extractive industry governance, civil society organizations and economic development and business environment
  • Ability to effectively manage and deliver technical assistance on time and within budget
  • Experience working on USAID-funded projects is preferred
  • Ability to respond effectively to time sensitive demands & inquiries
  • Excellent organizational skills with a willingness to take initiative
  • Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
  • Ability to speak in public and lead formal meetings with high-level government officials
  • Competency in the English language, both spoken and written
