Monitoring & Evaluation Officer

Heading Moçambique

Heading is recruiting a Monitoring & Evaluation Officer, to be based in Maputo, Mozambique.
Duties
  • The Monitoring & Evaluation Officer shall be responsible for the development, coordination and implementation of monitoring, evaluation and capitalization activities within the SWIOP 3 and SWIOP 1.2 projects. They will support the PMU in tracking progress, assessing impacts and results, and producing timely and accurate data to inform project planning and reporting. They will have the following key responsibilities:
  • Elaboration the M&E manual at the beginning of the project, detailing the approach, methodology, tools and timetable for monitoring and evaluation during the project
  • Coordinate with GIZ and other implementing partners of the global SWIOP in terms for harmonizing M&E methodology, criteria, and data collection
  • Updating the project logical framework of the project at the end of the inception phase, by adjusting the indicators, following the refinement of the activities content and implementation methods
  • Embed crosscutting issues such as gender, equity, and climate resilience into all monitoring activities
  • Coordinate the planning and implementation of the project’s baseline, mid-term, and final evaluations in collaboration with external evaluators. The final evaluation should take place before the closure date of the project
  • Draft evaluation Terms of Reference, support recruitment and briefings, and ensure access to relevant data and stakeholders
  • Ensure that evaluation findings are well documented, disseminated, and integrated into project decision-making and reporting processes
  • Monitor implementation of project activities, in accordance with the logical framework and annual work plans
  • Analyse the performance of the project indicators at outcomes and output levels, to assess progress towards targets
  • Conduct regular field visits and liaise with partners to collect, verify and consolidate activities data
  • Ensure timely data collection to measure the achievement of project targets
  • Analyse M&E data to support adaptive project management and learning
  • Prepare the mandatory progress reports and M&E sections of bi-annual reports, as well as for internal reporting requirements
  • Maintain a well-organised database and project M&E documentation system
  • Facilitate the systematic identification, documentation and analysis of good practices, innovations and lessons learnt from the project implementation and partnerships in collaboration with the knowledge and learning officer of the project
  • Work with the PMU and other collaborators and stakeholders to produce capitalization materials such as case studies, learning briefs, and knowledge products
  • Coordinate knowledge-sharing sessions and support dissemination through appropriate platforms
Requisites
  • University degree on Monitoring and Evaluation, Statistics or related fields
  • Minimum of 5 years of professional experience in M&E, preferably in biodiversity, conservation or natural resource management project
  • Strong knowledge of M&E methodologies, data analysis techniques and reporting
  • Experience with donor-funded project, if possible the European Union, and results-based management
  • Experience in documenting lessons learned and capitalizing on best practices to support adaptive management and organizational learning
  • Proven experience with baseline and evaluation studies
  • An experience related to carbon footprints assessments is an advantage
  • Familiarity with the WIO region and its socio-ecological context is an advantage
  • Ability to plan, organize, and coordinate M&E activities
  • Excellent writing, analytical and communication skills
  • Knowledge of GIS, remote sensing and participatory monitoring tools is an asset
  • Ability to present complex information in an accessible and compelling way
  • Integrity, reliability, and accountability
  • Commitment to ethical standards in data collection & storage
  • Fluency in English and Portuguese (both spoken and written) is mandatory
  • Proficiency in French is an asset
