Chemonics is recruiting a Monitoring, Evaluation and Learning (MEL) (m/f), to be based in Maputo, Mozambique.
Description
  • Chemonics seeks a Monitoring, Evaluation, and Learning (MEL) manager for the anticipated USAID Commodities for Health: Ensuring Guaranteed Access & Reliability (CHEGAR). This three-year, $20 -$24.9 million activity will aim to establish an effective and efficient transportation system in Mozambique for medical commodities via engaging the private sector to provide transport and transport management solutions. The activity will be rolled out on a province-by-province basis. CHEGAR will focus on the provinces to address the last mile of the public health supply chain, where challenges are most acute and current system and support structures are insufficient
  • The activity aims to bring a specialized technical and functional focus to a fragmented supply chain challenged by inadequate infrastructure, human resources, accountability mechanisms, and information systems
  • The MEL manager will be responsible for overall management of the project's MEL systems, including identification of indicators, data verification and analysis, reporting, and providing recommendations for adjustments to project strategy and activities. This position will be based in Maputo, Mozambique. We are seeking individuals who have a passion for making a difference in the lives of people around the world
Duties
  • Lead the design of the monitoring, evaluation, and learning systems, processes and protocols for data verification, as well as the process to gather baseline data
  • Capture, document and report on the impact of USAID assistance, and leverage USAID’s, Mozambican’s and established Chemonics’ tracking systems
  • Collaborate with other projects such as USAID’s Last Mile Supply Chain (LMSC) project in routine monitoring and evaluation discussions, analysis, and performance improvement initiatives
  • Submit quarterly indicator data as requested (e.g.: Datim and DEVResults systems)
  • Conduct checks/data verification on regional representative’s data to ensure high quality data for reporting
  • Write and submit quarterly progress reviews
Requisites
  • Bachelor’s degree in relevant field required
  • Minimum of three years’ experience developing and implementing monitoring and evaluation systems in a development context as well as experience in supply chain management for health commodities
  • Exposure to USAID’s managing for results approach desired
  • Strong skills in using Datim and DEVResults systems
  • Strong analytical skills and computer skills in Word, Excel, Access, and other programs required (some experience with a statistical package such as SPSS, STATA, or SAS preferred)
  • Ability to meet tight deadlines and prioritize effectively, to convey results to non-technical stakeholders, and to generate interest in the use of monitoring, evaluation, and learning results and help staff to make programmatic improvements desired
  • Strong oral and written communication skills in Portuguese and English
  • Demonstrated leadership, versatility, and integrity
