  • Job Profile: Counterpart International is currently seeking an experienced Monitoring, Evaluation and Learning (MEL) manager for a 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program which aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls, in Maputo Province, Mozambique
  • Reporting to: Chief of Party
Duties
  • The MEL Manager will manage and advise on all aspects of the MEL systems for the project. They will lead development, implementation, and updates to the MEL plan throughout the life of the program, taking into consideration the complex and shifting environment
  • The MEL Manager will coordinate closely with Counterpart’s HQ MEL staff, as well as HQ and program technical and operations staff to ensure an integrated and adaptive MEL approach
  • The MEL Manager will train, supervise, and mentor a small team of MEL staff and will develop and lead the roll out of MEL, tools in close collaboration with other HQ and program staff. They will lead the development and utilization of a centralized project data management system
  • The MEL Manger will lead routine analysis of monitoring and evaluation data and findings for learning and adaptation; and will present this to senior staff for integration into program implementation
Requisites
  • An advanced university degree or a bachelor’s degree with an additional four years in international development, political science, statistics, economics, or another relevant field
  • Minimum of seven years of relevant field-based MEL experience, with significant experience working in a senior role, preferably on school feeding, literacy, public health, or wash
  • Experience coordinating or managing teams of MEL staff and partners on complex projects required, preferably with an international NGO on USDA funded project
  • Experienced in providing capacity building to staff, partners, and other stakeholders in knowledge management, actionable learning and adaptive management approaches
  • Experience and strong conceptual knowledge of USDA adaptive management and CLA tools, frameworks, approaches and best practices. Experience training staff and partners in CLA is preferred
  • Experience with program evaluation design, implementation, and application of findings
  • Demonstrated experience working with data management systems and M&E platforms in an operationally challenging environment
  • Demonstrated experience and skills in data analysis using Excel, data collection apps, Access, and statistical packages such as Stata, R or SPSS
  • Experience with adaptive management approaches highly preferred
  • Fluency in Portuguese is required
  • Excellent oral and written communication skills in English required
  • The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique
