ICMA provides technical assistance to local governments in emerging democracies, helping them to develop professional practices and ethical, transparent governments. ICMA is expressing interest in a Monitoring and Evaluation Specialist, for a USAID funded program in Mozambique. The Coastal City Adaptation Program (CCAP), is a five-year program is designed to increase urban coastal resiliency to climate change by incorporating climate change into urban planning processes and undertaking adaptive measures in response to capacity building activities, performance-based incentives and public advocacy in targeted municipalities.
Duties
- Responsible for the daily monitoring and evaluation activities including maintenance of the PMP, baseline collection, performance data collection, data quality assessments
- Responsible for reviewing reporting from municipalities and institutions; and reporting to USAID
- Manages relationship with the survey companies and organizes and facilitates focus group surveys
- Responsible for training and building M&E capacity in the selected municipalities and institutions from which data is being gathered
- Develops and maintains a well-defined project M&E database system that meets the needs of key stakeholders and updates it periodically
- Perform regular internal performance evaluations
Requisites
- Master’s Degree in urban planning, natural resources management, environmental studies, civil engineering, public administration or another relevant field or a Bachelor’s Degree and 5 additional years of experience in the above areas
- Demonstrated experience monitoring and evaluating programs, especially in climate change adaptation or disaster risk reduction areas
- 5+ years of experience working overseas (if expat); local hire preferred
- Fluency in Portuguese and English required
