Plan International is recruiting a Monitoring and Evaluation Specialist (m/f), to be based in Maputo, Mozambique with frequent travels to the provinces.
Description
  • The monitoring and Evaluation Specialist will be responsible for developing effective Results-Based Monitoring and Evaluation and ensuring effective implementation of the program. This position is contingent upon the award of the program to Plan International
  • Direct reports – None
Duties
  • Develop project process and results in M&E matrix and tools; Prepare a table indicating all indicators, how they will be calculated, data sources, data collection methods, responsibilities, periodicity, means of verification, and instruments or tools for analysis. Develop and propose M&E tools, complementary to those already developed by the INJ, such as databases including mechanisms for analyzing the various variables generated by the data collected, in the various activities performed
  • Support registration of programme beneficiaries and ensure submission of the beneficiary lists in hard copy format and a database in electronic format containing relevant information about the beneficiaries in a format approved by SEJE. At a minimum, the database of beneficiaries (out-of-school girls and their partners, community leaders, girls in school, and guardians) should include name, age, sex, and contact information of the beneficiaries
  • Propose a design for the MIS component to support the INJ in monitoring and controlling resources, activities, results, and organization of the Safe Spaces component, so that each phase of the process is properly documented and serves as a basis for future monitoring processes. The MIS should include a database and an archive system, which will facilitate the control of data generated by the monitoring processes, as well as allow for processing, data, and accessibility in real-time
  • Manage the overall process of collecting programme data and indicators based on a results framework previously agreed upon with INJ and compile all the information in a complete and organized database. In addition to administrative data (such as attendance rate, completion of activities, etc.), ensure collecting data on beneficiary satisfaction with the training and other services received
  • Support Team Leader and the Team to develop monitoring plans that capture quantitative and qualitative data to facilitate quality reporting on log-frame and result framework performance indicators
  • Develop an operational reporting template for the project that facilitates the collection and aggregation of information
  • Make regular monitoring visits to project sites to oversee data collection and ensure that the right data is being collected
  • Summarize, analyze and interpret data for presentation in different formats as required
  • Undertake quality monitoring and the development of project completion reports
  • Strengthen the capacity of the team and implementing partners to develop effective Results-Based Monitoring and Evaluation and ensure effective implementation
  • Facilitate documentation and reporting of monitoring data, lessons learned, and success stories for internal and external sharing
  • Ensure programme learning is fed into results-based management processes, with a specific focus on documenting technical innovations and programme adaptation
  • Liaise with M&E staff at the national UK office, and have regular catch-ups on the progress of the project
  • Support the implementation of the Project's GRM Manual under the EU SOU CAPAZ program. Contribute to the dissemination of the GRM to girls and boys, parents and caregivers, teachers, school authorities, and community leaders. Support reporting on the dissemination and functionality of the GRM to the INJ
  • Adhere to Plan International’s global policies for Child Protection (CPP), Safeguarding Children and Young People and Gender Equality and Inclusion and support as necessary to ensure they are fully embedded across all project activities in accordance with the principles and requirements of the policy including relevant
  • Implementation Standards and Guidelines as applicable to their area of responsibility
  • Ensure relevant data is entered into an organization-wide data management system designed to capture, analyze, and disseminate project data
  • Coordinate evaluation/research/survey efforts, to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making
  • Perform other responsibilities as requested by the Team Leader to support strong project management and knowledge management of the project
  • Support/ input to Inception, Mid-year Progress Reports, and Completion Report
Requisites
  • At least a Bachelor's degree in Economics, Geography, Statistics, or Public Health, or a related area
  • Minimum of 8 years of progressive experience in monitoring, evaluation, and production of M&E reports
  • Preference is given to operational experience in M&E during the implementation of programs to empower adolescent girls and young women
  • In-depth knowledge of M&E techniques and methodologies including knowledge of conducting operations research, surveys, and qualitative assessments; data analysis, interpretation, and reporting
  • Confirmed experience in designing M&E and Learning frameworks for large scale girls empowerment/ gender/or education programmes
  • Significant experience working as M&E Manager on large scale, consortium-led programmes in challenging contexts, ideally in Mozambique
  • Experience in capacity building of implementing partners
  • Experience in impact evaluations will be considered an advantage
  • Experience and knowledge of the cross-sectional thematic area of safeguarding would be an asset
  • Must have a deep knowledge of the institutional, social and cultural reality of Mozambique
  • Strong communication skills, including advanced report writing skills
  • Mozambican national
  • Must be fluent in Portuguese and English
