Monitoring and Evaluation Programme Officer (m/f)

CESVI is recruiting a Monitoring and Evaluation Programme Officer (m/f), to be based in Nhamatanda, Mozambique.
Duties
  • Assist the WASH & Shelter team in designing, developing and implementing monitoring plans in line with CESVI/Alliance 2015 and donors’ requirement
  • Oversee, train, coach and develop monitoring frameworks for the project to ensure that appropriate information is being captured to measure progress outputs, outcomes and results in close liaison with the Programme Director and the Programme Managers
  • Facilitate the design, implementation, and review of project M&E and reporting systems to ensure the project provides compatible and quality data
  • Maintain/administer the project monitoring and evaluation system
  • Support the monitoring, review, evaluation and impact assessment tools at project level
  • Support needs assessments, baselines surveys, evaluations, impact assessments and other M&E-related work at project level
  • Facilitate capacity assessment of staff, partners and communities and accordingly train them in basic M&E processes (gathering data, analyzing it and decision making)
  • Support project team and partners to conduct periodic performance reviews and to effectively utilize and share M&E based information. This will include identification of lessons and best practices from their work, and to draw plans to implement action points on emerging issues in order to achieve informed programming
  • Ensure that the team members, and communities are appraised and familiar with the objective and purpose of the project and its planned interventions
  • Provide quality assurance support in relation to monitoring, evaluation, and impact assessment reports
  • Develop training materials, briefing sheets on impact assessments, monitoring and evaluation tools and methodologies and train staff on the use of these tools and methodologies in liaison with the Programme Director
  • Work in liaison with the WASH and Shelter programmes
Requisites
  • Completed secondary education a relevant degree would be an added advantage
  • Minimum of 3-4 years of experience in monitoring and evaluation of projects
  • Have experience in overall project management
  • Good verbal and written communication skills, particularly good command of spoken and written English
  • Ability to work with communities, and to use the outcomes of monitoring systems to learn lessons and improve performance
  • Understanding and experience in quantitative and qualitative data collection and analysis and the application of these methods to project design, monitoring, evaluation, and capacity building in a participatory context
  • Proven capacity of management, leadership and teamwork
  • Excellent communication skills and a willingness to be respectful, kind, sensitive and empathize with all beneficiaries and their carers
  • Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions
  • Demonstrable ability of report writing
  • Analytical, negotiation, facilitation and influencing skills
  • Ability and willingness to frequently travel and stay in the field
  • Computer literate
  • Previous experience of working with humanitarian agencies
