EngenderHealth is recruiting a Monitoring and Evaluation (M&E) Officer (m/f), to be based in Maputo, Mozambique.
Description

  • M&E Officer will be responsible for monitoring and collection of data for internal and external reporting from project activities and partner sites, entering data into project reporting platforms, and working with the Country Project Manager and Technical Specialist to prepare project reporting. S/he/they will participate in project reporting, research activities, and train and provide on-going support to government, facility, and partner organization staff on assuring data quality and the use of data for decision-making. The M&E Officer will work under the supervision of the Country Project Manager, with matrix management from the project’s Monitoring, Evaluation, Research, and Learning Director based in the U.S.
Duties
  • Under the direction of the Country Project Manager, the M&E Officer will:
  • Collaborate with project staff, partners, and government HMIS Officers to gather project data, ensure data integrity, clean data, and follow-up with project partners on any data requiring clarification
  • Provide support to country partners to enter data into the project’s DHIS2 platform, including training and logistical support. Contribute to and maintain project files for all collected data and materials
  • Establish and retain a record of project activities, tasks and milestones and assist project staff with preparation and follow-up of reports on project activities and preparation of annual workplans
  • Assist in the coordination of special studies and/or surveys as required
  • Draft, with input from Country Project Director and Technical Specialist Provincial Coordinator, routine monthly, quarterly, and annual reports, as well as special reports on project initiatives
  • Provide training and facilitation for partner and facility staff on project indicators and data collection processes, as well as the use of data for decision making
  • Perform other duties as assigned
Requisites
  • Bachelor’s Degree from a recognized higher institution in relevant discipline (public health, statistics, data management, etc.), Master’s degree or higher desirable
  • 5-10 years monitoring and evaluation/data management/data quality assurance experience
  • Experience with data/information software such as DHIS2, MS Excel, Power BI, Kobo Toolbox, etc.
  • Experience with MoH information database such as Sismassential soft skills

  • Excellent English language writing and communication skills
  • Well organized and flexible with ability to work on multiple activities under deadline pressure
  • Good time management and prioritization skills with the ability to plan ahead to meet tight deadlines without compromising standards
  • Exceptional interpersonal communication, teamwork skills
  • Highly skilled with computer usage and data management software
  • Demonstrated knowledge and understanding of data collection, data quality assurance, and data entry including mobile data collection and entry using tablets and phones Demonstrated ability to work collegially with other technical staff, experts, and with counterparts from the public, private, and NGO sectors
  • Ability to work under pressure and interact with diverse stakeholders
  • Exceptional interpersonal communication, teamwork skills
  • Ability to conduct interviews, record findings, and work without close supervision
  • Excellent English written and verbal communication skills
  • Ability to carry out 35%-55% travel within Mozambique
