Aldelia is recruiting a Manager Occ Safety (m/f), to be based in Temane, Mozambique.
Duties
  • Accountable for interpretation of standards, procedures and best practices related to occupational safety
  • Support Operations on strategic SHE programmes, e.g. the HSI programme
  • Develop site specific/risk related SHE Gameplan based on GSO and SHE Gameplans, ensure implementation and track performance
  • Support Operations to develop, embed and review the effectiveness of the 1st levels of assurance process, and preparation for 2nd and 3rd party audits
  • Support Operations with adherence to ISO standards and SHE legal compliance
  • Monitor effectiveness of SHE combined assurance and identifies opportunities for improvement
  • Report on SHE performance and assurance trends
  • Provide oversight of SHE maturity in the business and supports Operations to address areas to improve SHE maturity
  • Oversee occupational safety related hazard identification and risk assessment tools (HIRA, PTRA, HAZID, HAZOP, QRA, etc.)
  • Provide quality assurance on risk assessments conducted by Occupational Safety Specialists and SHE Reps
  • Communicate findings and recommendations from site inspections, walk abouts and audits. Assist operations management with decision-making and formal response to recommendations
  • Manage and control occupational safety risks to ALARP. Support operations to define improvements from incident investigations and MOC reviews
  • Track and manage actions from risk assessments, audits, incident investigations & improvement plans
  • Oversee the development of site-specific bowties and critical control assurance checklists for KUEs
  • Manage and coach the team of GSO and applicable contractors Occupational Safety Specialists
  • Provide emergency response and preparedness program oversight by liaising with external stakeholders.
  • Provide input into the competency profile of the on-site emergency response team. Assist with the development of scenario specific emergency response plans
  • Take part as lead investigator or RCA facilitator during SHE incident investigations
  • Lead or take part in process safety workplace inspections, audits and reviews to assess compliance to SHE standards and to provide assurance of the effectiveness of agreed actions taken in response to occupational safety activities, e.g. incident investigations
  • Conduct 1st and 2nd party assurance audits
  • Support the operations team with the interpretation of the audit/assessment results and the prioritization of action plans
  • Review and approve the classification of occupational safety incidents. Consolidate and approve month-end figures for KPIs for PSM KPI reporting
  • Oversee the gathering and processing of monthly occupational safety KPI data
  • Construct KPI report, outlining leading and lagging metrics and the necessary justifications. Develop monthly safety report for SHE senior leadership
  • Contribute to occupational safety training material development and the delivery of related training
  • Ensure that SHE learnings from major/significant SHE incidents are fully and sustainably embedded within operations and contractors
Requisites
  • A Bachelor’s degree in SHE (Safety, Health or Environment) or Engineering (preferably Chemical, Mechanical, Electrical, Instrumentation, Civil) with a strong technical background
  • A post-graduate degree in SHE/or (M.Sc Eng, M.Eng) in Engineering or Business Administration (MBA) is an advantage
  • Minimum of 12 years’ experience in industrial operations) AND/OR 10 years’ experience in petrochemical industry with at least 8 years safety experience
  • Strong knowledge in all the following areas and proficient in at least 3: occupational safety management, management systems, hazard identification & risk management, incident investigation, emergency response management, occupational safety auditing
