TechnoServe is recruiting a Knowledge and Results Manager/Monitoring and Evaluation Manager, to be based in Maputo, Mozambique.

  • TechnoServe Mozambique is working with SIDA to design and implement a five-year, Women in Business (WIN) program to support women entrepreneurs and women-led micro, small and medium enterprises (MSME) in high-potential sectors across the country. The Program will start a 6 month inception phase in January 2018, which will result in a proposal for a final program design to SIDA at the end of the inception phase
  • TechnoServe is utilizing a market systems development and facilitation approach to support the growth and efficiency of women entrepreneurs and women-led micro, small and medium enterprises (MSME) by overcoming system-level constraints. Outputs will include more sustainable system-wide changes – constant upgrading of core and supporting products and services, rules and increased crowding in of investment
  • The principle objective of this role is to ensure good performance of the Knowledge and Results/or Monitoring and Evaluation function within the WIN Program, promoting evidence-based decision making in the management process. The individual will provide performance management with the use of iterative learning tools, frameworks and processes for the Women in Business Program. The Knowledge and Results/M&E Manager will report to the Program Director and work closely with the Program team to develop innovative ways for the team to capture learning and make evidence-based, strategic decisions. S/he will also be responsible for the maintenance and effective monitoring of the Programs monitoring systems and activities
Duties
  • Learning Systems and Processes:
  • Develop new and innovative systems and processes for monitoring and evaluation. This includes the development of M&E plans, procedures, standards and tools that guide the overall implementation of program M&E activities
  • Advise the Program team in the application of these performance management systems and processes, including how best to construct results chains/or mental maps, develop measurement plans, set baselines and undertake monitoring activities
  • Collect and analyze quantitative and qualitative data, including the measurement of behavior change and business performance through the use of innovative tools, and assist the Program Director in reporting Program performance
  • Manage all the Program evaluation exercises including feasibility studies, baseline surveys, operational research exercises in collaboration with Program staff
  • Support the preparation of narrative reports and case studies as required
  • Oversee the development of M&E capacity for program staff and facilitate organisational learning and the sharing of lessons learned from M&E findings
  • Coordination:
  • Interface with other country and regional counterparts, as appropriate
  • Assist with processes that ensure learning is shared and flows transparently within the Mozambique team
  • Support country-level adaptation and use of standard templates and tools for key Program deliverables
  • Support the exchange of information and knowledge to improve project implementation by participating and contributing to internal and external fora
  • Evaluation of Partners & Sub-contractors:
  • Establish and maintain strong working relationships with subcontractors and implementing partners
  • Manage the performance of partners and external consultants
Requisites
  • Relevant academic education in relation to Economics, Statistics, Agribusiness, Development Studies, Business Management, Marketing, Finance and Accounting or related fields
  • 3-5 years’ experience working in a relevant field including experience in management consulting, market research, social sciences research and/or group facilitation. Private sector experience in research or agribusiness will be an added advantage
  • Excellent knowledge and understanding of monitoring and evaluation methods especially in program design and implementation including designing M&E methodologies and tools and the ability to coach and train others in their use
  • Demonstrated ability to design and conduct qualitative and quantitative research.
  • Experience using DCED standards will be an added advantage
  • Confident with MS Word, Excel, PowerPoint and Outlook
  • Fluent in Portuguese and English
  • Extremely curious
