Unicef is recruiting a Information Communication Technology Specialist, to be based in Maputo.

Duties
  • Lead and manage the support for information management systems, ICT infrastructure, communication linkages and technology for programme development and monitoring as well as for knowledge management initiatives
  • Conceptualize, plan and coordinate ICT initiatives, including Technology for Development (T4D) innovations, and provide technical and professional input, advice and coordination efforts towards ensuring programme needs are met
  • Accountable for the timely delivery and ongoing support of reliable, secure and cost effective information and communications technology systems, administration and technical support to enable the efficient flow of information and the reliable performance of all corporate systems applications in support of UNICEF programme, communication and operations, to contribute to the achievement of the established goals, objectives, budgets, and work plans consistent with priority needs and requirements of the Office
  • ICT Specialist is accountable for effective technical leadership for ICT systems management and administrations in accordance with the UNCIEF ICT policy, strategy, security guidelines ensuring the compliance to corporate standard architecture and ICT security
Key Expected Results
Management of ICT Systems
  • IT systems effectively managed to advance the productivity and effectiveness of the office work by implementing the corporate ICT policy, strategy, technology, and systems, as per CPMP requirements
Information/Knowledge Management
  • Support and implement tools for information/knowledge management and knowledge-sharing to provide the vital and strategic information for managing and supporting the Country Programme the goals and targets of the CPMP and the Country Programme
  • T4D is coordinated and introduced in programme areas where there is a need
Infrastructure and Security
  • The Country Office is provided with effective ICT infrastructure and security
Applications Administration
  • The Country Office is provided with professional technical support for effective administrations of corporate applications
Network Administration/Data Communication/ Telecommunications
  • The Country Office is provided with professional technical support for effective network administration, tele and data communication
User support & assistance
  • The Country Office is provided with professional technical support for the users for the effective use of information technology to achieve the goals and objectives established by the office
ICT Evaluation and Audit
  • Evaluation of ICT systems effectively conducted and utilized to ensure the strategic use of information technology and resources, improved performance and wider learning at Country Office level
  • Audit recommendations on ICT properly advised and implemented
Communication, Networking and Partnerships
  • All ICT management, operations and technical support services are accomplished through effective communication, networking and partnerships
Business Partner
  • Viewed as a business partner who offers creative, ICT based solutions to business needs, is considered to be an energetic, flexible, proactive visionary who offers solutions even when not specifically asked
Technical support to Programme
  • Provides technical support to Operations and Programme on ways to use information technology to further the UNICEF mission
Social networking
  • Proposes ways to use social networking tools to improve communication
Requisites
  • An advanced university degree (Masters) in computer science, information systems, or a directly-related technical field(s) is required
  • Specialized training in the ICT fields broadly applicable to the job is considered an asset
  • A minimum of five (5) years of relevant work experience, at the national and international levels, in information communication technology (ICT) is required
  • Previous work experience in a developing country and/or an emergency duty station is considered an asset
  • Fluency in English (written & verbal) is required
  • Knowledge of Portuguese is considered an asset
  • Fluency in an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset
  • Communicates effectively to varied audiences, including during formal public speaking
  • Sets high standards for quality of work and consistently achieves project goals
  • Able to work effectively in a multi-cultural environment
  • Adjusts team or departmental approach to embrace changing circumstances
  • Analyzes and integrates potentially conflicting numerical, verbal and other data from a number of sources
  • Demonstrates, applies and shares expert technical knowledge across the organization
  • Translates strategic direction into plans and objectives
  • Has good leadership and supervisory skills
  • Co-ordinates group activities, ensuring that roles within the team are clear
  • Sets clearly defined objectives and plans activities for self, own team or department
