Humanitarian Coordinator and SRHR Specialist, NOC, Sofala (m/f)


UNFPA is recruiting a Humanitarian Coordinator and SRHR Specialist, NOC, Sofala (m/f), to be based in Beira, Mozambique.
  • Under the overall guidance of the UNFPA Representative and Deputy Representative and under the supervision of the Humanitarian Coordinator based in Maputo, the incumbent will work closely with the country office humanitarian team to lead the coordination, management, implementation and monitoring of UNFPA recovery interventions in the Idai-affected areas in line with national priorities and according to UNFPA policies and procedures and ICPD priorities. S/he is responsible for building, maintaining, and strengthening strategic partnerships in the Sofala province to achieve the programme results and maintaining a close linkage with the government coordination mechanisms for effective and efficient implementation of the programme/projects. The incumbent will act as the head of the project office in Beira, Sofala, leading the implementation of ongoing projects undertaken during the initial response to the cyclone and help in formulating projects for the continuing recovery
  • The incumbent will also serve as the main technical adviser on and manager of initiatives addressing the sexual and reproductive health and rights (SRHR) needs of the persons affected by cyclone Idai. These SRHR programmes constitute a major part of UNFPA’s humanitarian response and require day-to-day management of projects being carried out by partner organizations with UNFPA funding and those being managed directly by UNFPA. It is anticipated that approximately half of the incumbent’s time would be devoted to overall management of the Beira office and half directly concerned with SRHR programmes

  • Job Purpose: The incumbent is expected to provide leadership on convening and coordination of partnerships among intergovernmental organizations, local government, CSOs, professional associations and international development agencies in the substantive and related programme areas of UNFPA. More specifically, the incumbent provides leadership and technical guidance for planning, implementation and monitoring of UNFPA programmes
Programme Coordination and Implementation
  • Coordinate the implementation of all UNFPA projects in the districts of Sofala province
  • Coordinate with relevant Implementing Partners to strengthen the implementation of UNFPA SRHR projects and conduct regular meetings with implementing partners to ensure implementation of planned activities
  • Liaise with the UNFPA country office in Maputo and the project team in Pemba to share information, provide necessary updates, recommendations and seek inputs as necessary
  • Identify areas of collaboration with humanitarian agencies and national counterparts to address reproductive health, HIV/AIDS, youth, gender and GBV issues in their plans and programmes
  • Liaise with government counterparts, NGOs, community organizations, and community leaders to help identify needs of the populations affected by cyclone Idai and help in coordinating an effective response to those needs
  • Ensure the project office in Beira is well positioned and represented in cluster/working group humanitarian coordination meetings, including leading the SRH working groups and taking an active role in coordination mechanisms for the prevention of sexual exploitation and abuse (PSEA), including by ensuring full adherence to UNFPA policies and guidelines on PSEA
  • Liaise with other sectors/clusters (such as logistics, nutrition, shelter, education, logistics, early recovery) to ensure inclusion of UNFPA’s mandate
  • Participate in other inter-agency meetings in Beira as needed
  • Ensure that the programs implemented by the project apply COVID – 19 prevention rules both institutionally and at the community level
  • In coordination with local governments and partners, promote community engagement (community leaders, religious leaders and traditional medicine practitioners) for the proper dissemination of health, judicial and psychosocial protocols for victims of gender-based violence
  • Establish, on a case-by-case basis, strategies for maintaining essential services for sexual and reproductive health and GBV despite the pandemic of COVID-19 in coordination with other cooperation agencies and the national health system on location
  • Hold contacts and coordination meetings with the health sector and district governments in order to reach the indicators on sexual and reproductive health, mainly increasing coverage of family planning, decreasing rates of early and adolescent pregnancy
  • Create mechanisms for implementing safe activities with matrons of initiation rites in order to discourage bad practices
  • Provide technical support to the health sector to improve the management of inputs and medicines in the context of sexual and reproductive health
  • Stimulate the health sector to hold quarterly meetings to analyze SSR and GBV data to continue improving performance
  • Strengthen and consolidate the adequate registration of activities in the new registration books as well as their monthly release in the Ministry of Health's system
Programme formulation and development
  • Participate in the formulation of programmes and component projects related to the humanitarian response, by compiling and analyzing information relevant to SRHR programme implementation, drafting project documents and work plans; and preparing tables and statistical data
  • Analyze and interpret the political, social and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention
  • Analyze policy papers, strategy documents and national development plans, preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks
  • Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration into UNFPA programmes
  • Identify priority actions in the provincial economic and social plan and the five-year plan of the Mozambican government that are part of UNFPA actions to ensure an effective and dynamic implementation
Field visits and monitoring
  • Ensure follow up and monitoring of UNFPA interventions, including by conducting field visits to UNFPA supported health facilities, women friendly spaces and protection desks in different locations at accommodation centers and relocation sites at affected districts
  • Undertake missions as appropriate to recommend adjustments to activities, strategic approaches and to address issues arising from the implementation of UNFPA-funded projects
Orientation /Training
  • Provide for orientation sessions, as necessary, on MISP and RH kits for UNFPA partners including for health providers, International and National NGOs
  • Participate in facilitating SRHR trainings to build the capacity of UNFPA implementing partner staff and service providers in the field
  • Conduct orientation on UNFPA interventions to any new staff members in the Beira project office
  • Ensure that all professionals and community actors involved in the project are trained in order to implement the project with UNFPA is implemented based on the rules of prevention of COVID-19
Communication/ Reporting
  • Assist the country office in preparing relevant advocacy material and updates concerning UNFPA’s humanitarian response for relevant stakeholders and partners including donors
  • Assist in providing regular updates for the health bulletin, 4Ws, updates for the situation report for relevant clusters and for the UNFPA internal situation reports
  • Track and regularly update supported humanitarian interventions (i.e. status of funding proposals, distribution of supplies, training)
  • Send weekly weekly report to central UNFPA level - Maputo
Resource Mobilization/Humanitarian Funding
  • Advocate for the inclusion of reproductive health and GBV needs in early recovery efforts, including by representing UNFPA in post-disaster discussions
  • Provide contribution for proposal development for new potential donors to support UNFPA interventions during the recovery phase
  • Coordinate with the country office in Maputo and organize donor visits to see UNFPA intervention in the field as required
Leadership and Capacity Development
  • Act as the head of UNFPA project office in Beira to oversee all programmatic and operation activities in close coordination with programme coordinators and the operations
  • Coach and build capacity of UNFPA staff members and staff of implementing partners responding to emergency/humanitarian crisis, as needed;
  • Proactively share lessons learned and recommendations with the country office on how to improve the effectiveness and efficiency of UNFPA interventions, including by sharing knowledge with the project office in Pemba
  • Liaise with relevant UN/ UNFPA CO staff, as required to ensure efficient and effective implementation of the programme
  • Any Other Duties: Perform any other duties as required by the Representative
  • Advanced university degree preferably in medicine, midwifery, nursing, public health, social sciences, humanitarian response, international relations or a related field
  • Field experience in humanitarian emergency response an asset
  • 5 years of experience in coordinating, developing and implementing humanitarian or development work with focusing on SRHR
  • Knowledge of the UN and humanitarian reform process and roles/responsibilities of humanitarian actors an asset
  • Strong analytical, coordination and organizational skills
  • Fluency in English and Portuguese is required
