Heading is recruiting for its client, an Oil and Gas company, a Human Rights & Civil Society Engagement Manager, to be based in Maputo, Mozambique.
  • Work across the project on the coordination of various functions who are responsible for implementation of the TEPMA1 Human Rights Policy
  • Coordinating and liaising across multiple functions (e.g. security, industrial relations, human resources, social performance, supply chain, environment, occupational health and safety etc.) in support of their management of salient human rights issues
  • Keep HRDD Steering Committee abreast of human rights legal, policy and other developments
  • Advise on, and advocate for, compliance with all applicable law and regulation relating to human rights within TEPMA1 as well as advocate for compliance with human rights legislation, norms and (where possible) good practice among peers and industry groups
  • Support the development of guidance for, and implementation of, robust operational human rights due diligence building on existing requirements for community human rights impact and risk analysis
  • Support the integration of human rights considerations into project functions (e.g. supply chain, service and marketing) and relevant operational processes
  • Conduct yearly assessment of the implementation of the Human Rights Policy and identify gaps and avenues for improvement
  • Lead the engagement with NGO & CSO regularly for update and interaction in different topics
  • Maintain an updated database of key national and international CSO/NGOs that are of relevance for the project and for the Oil & Gas Industry
  • Work with CSO to partner on various HR, E&S issues related to the project development
  • Provide input into weekly, monthly, quarterly, and semi-annual reports
  • Ensure that the company HSE standards are applied daily to the different projects implemented through:
  • Acquire basic HSE awareness by knowing the One-MAESTRO framework, the TEPMA1 HSE & biodiversity policies, and the 12 Golden Rules
  • Comply with mandatory HSE training (HSE Induction and the e-learnings One MAESTRO for All, Safety Culture & Golden Rules)
  • Prepare and present safety moments whenever required (at the beginning of meetings)
  • Use of the Stop Card whenever required in order to prevent any accident or incident
  • Carry out safety visits in the place of work
  • Contribute Specific action during JMS Word Safety Day
  • Propose an HSE improvement action for the entity
  • Identify and report all anomalies in the workplace and making proposal for correction
  • Coordinate the implementation of Human Rights Due Diligence Action Plan and, engaging with relevant stakeholder’s especially civil society organizations
  • University Degree in Law, Social Science or related discipline
  • Experience in working in partnerships with governments, academia and civil society organizations at a local, provincial, national levels
  • Experience with CSO at an international level is an advantage
  • Experience of developing and delivering strategies in a professional practice area
  • Knowledge of international standards, laws and frameworks related to human rights
  • Knowledge of industry best practice in private sector management of human rights issues for oil & gas, extractives sector
  • Knowledge of international best practices in the development field
  • Ability to lead and work in a team consisting of specialized development practitioners
  • Strong interpersonal and communication skills
  • Computer skills including proficiency in MS Word, Excel, and PowerPoint
  • Great capacity to produce reports both in English and Portuguese
  • Fluent in English and Portuguese (speaking, reading and writing)
