Tearfund is recruiting a HR & Administration Assistant (m/f), to be based in Chimoio, Mozambique.
Description
  • The HR and Administration Assistant is responsible for supporting the Administrative, Human Resource function in a Tearfund programme, in addition to support in administration operations and management. The HR and Administrative Assistant will support the country team staff at the programme head office plus at project sites with the responsibility for supporting in, setting up and implementing a coordinated logistics, administrative and financial function in support of the programme. Covering supply chain, asset management, communications and office/accommodation infrastructure, HR, financial transactions. In accordance with Tearfund policies and guidelines, to support a system of internal controls in order to safeguard Tearfund assets, mitigate against the risk of financial loss and fraud and satisfy donor and statutory audit requirements

  • Reports to the Finance Manager
  • Liaises closely: Program Manager, Project Officer, Resilience Coordinator and CCT officer, HR Business Partner, Cluster Accountant

Duties
Administration - 40%
  • Country office overview on office equipment repairs, maintenance and management
  • Manage the purchase, distribution, use and repairs of all office equipment and utilities (e.g. telephones, computers, photocopier, office stationery, electricity and water etc.)
  • Oversee all administrative filing of records, and archiving
  • Ensure that there is appropriate space and furniture for office staff and visitors
  • Assist with approval of visa, work and other permits obtained in a timely manner for TEARFUND staff traveling to Mozambique
  • Provide support to TEARFUND staff/partners visiting the country office by arranging, accommodation, flight and ground itineraries, translation and transportation as required
  • Assist staff and guests during conferences, workshops and trainings as requested
  • Any other task as assigned by the line manager
Finance - 25%
  • Responsible for cash banking and withdrawals, maintain and control of office petty cash including cash advances as required, ensuring that records are maintained
  • Maintain Accounts Payable vouchers and Cash Receipt books
  • Assist in procuring of goods and services in compliance with TEARFUND finance and logistics procedures
  • Raise payment vouchers and checks to suppliers and staff, and maintain all precise supporting documents before payment
  • Assist in the payment of mandatory staff welfare benefits and payments to the Income Tax department and Institute of Social Security department
  • To assist in filing annual returns with the mandatory departments in Mozambique and annual closure of accounts for TEARFUND HQ
  • Any other task as assigned by the line manager
Human Resources - 35%
  • Responsible for filing of all Personnel information about national staff in office
  • Assist is maintaining leave, overtime and attendance records of staff in the Selected HR system
  • Assist with registration of social security and other mandatory requirements for new staff
  • Assist with inductions, briefings and debriefing for all staff
  • Maintain all Labor law regulations and procedures
  • Liaise with HR Cluster and the local law firm where guidance is needed in regard to the national labor law when staff issues arise
  • Any other task as assigned by the line manager
Requisites
  • Diploma in Business Administration and or financial management, or related fields
  • Degree in finance, logistics
  • Degree in Business, HR Administration and or Financial Management
  • Bookkeeping or Accountancy qualification
  • Five year Work experience for a business or NGO in finance Admin and HR department
  • Tree years’ experience working in INGO in Mozambique in Finance/Admin and HR
  • Ability to work without close supervision
  • Self-motivated
  • Spoken and written English and Portuguese
  • Ability to prioritize and effectively manage time
  • Attention to detail
  • Ability to learn fast
  • Strong computer abilities in the Microsoft suite of programmes
  • Honest and trustworthy
  • Team player
  • Understanding and sensitivity to cross cultural issues
  • Flexible and adaptable to ever changing environments
  • Ability to remain calm under pressure
  • Strong organizational skills
  • Willingness to travel and live in basic conditions
  • Ability to deal well with local authorities and governmental processes

  • Regular travel across cluster countries is a requirement
