Helen Keller International (HKI) is recruiting an Health System Coordinator, to be based in Maputo, Mozambique.
Description
- The Health Systems Coordinator provides strategic, technical, and operational leadership for the health components of Helen Keller Intl’s core programs in Mozambique. The position coordinates the design, implementation, and performance management of integrated health and nutrition interventions that strengthen the national health system and improve service delivery.The Coordinator ensures effective implementation and integration of programs including Health Systems Strengthening, Vitamin A Supplementation (VAS), Deworming, Community Management of Acute Malnutrition (CMAM), Multiple Micronutrient Supplementation (MMS), Eye Health, Neglected Tropical Diseases (NTDs), and health emergency response.The role supports national and subnational systems to improve nutrition and health service delivery, data quality and use, nutrition surveillance and screening, supply chain management of nutrition commodities, and Social and Behavior Change Communication (SBCC). The Health Systems Coordinator works closely with the Ministry of Health, partners, and internal teams to ensure programs are aligned with national priorities, global best practices, and Helen Keller Intl’s strategic objectives.
Duties
1. Strategic and Technical Leadership
- Provide overall technical leadership for Helen Keller Intl’s health and nutrition portfolio in Mozambique.
- Lead the design, adaptation, and implementation of integrated health system strengthening strategies supporting national priorities.
- Ensure technical excellence in programs including:
- Vitamin A Supplementation (VAS)
- Deworming
- Community Management of Acute Malnutrition (CMAM)
- Multiple Micronutrient Supplementation (MMS)
- Eye Health
- Neglected Tropical Diseases (NTDs)
- Health emergency preparedness and response.
- Support the integration of nutrition and health interventions within routine health services and community platforms.
- Ensure program strategies align with Ministry of Health policies, global standards, and Helen Keller Intl technical guidance.
- Promote evidence-based programming and innovation to improve program effectiveness and impact.
Program Management and Implementation
- Coordinate planning, implementation, and monitoring of all health-related program activities across Helen Keller Intl initiatives in the country.
- Ensure timely and high-quality implementation of program activities at national, provincial, and district levels.
- Develop and oversee program work plans, budgets, and implementation schedules.
- Ensure program implementation adheres to organizational policies and donor requirements.
- Coordinate program activities with Ministry of Health counterparts and implementing partners.
- Ensure integration of cross-cutting priorities including gender equity, disability inclusion, and climate resilience.
- Support operational coordination between program teams and other internal units including finance, logistics, and monitoring and evaluation.
Nutrition Data Management and Surveillance
- Strengthen systems for nutrition data management, ensuring improved data quality, data use, and data for action.
- Support the design and implementation of systems for nutrition surveillance and screening, including community-based screening mechanisms.
- Strengthen routine data systems supporting nutrition and health programs.
- Promote the use of program and health system data for decision-making and adaptive management.
- Support development and implementation of data quality assurance processes.
- Collaborate with the Ministry of Health and partners to strengthen national nutrition information systems.
Nutrition Commodities and Supply Chain Coordination
- Support systems strengthening for the management of nutrition commodities, including Vitamin A capsules, deworming tablets, therapeutic foods, and micronutrient supplements.
- Coordinate with relevant stakeholders to strengthen forecasting, procurement planning, storage, and distribution systems.
- Monitor availability of key commodities and support mitigation of supply chain gaps that could affect program implementation.
Social and Behavior Change Communication (SBCC)
- Support the development and implementation of SBCC strategies to promote improved nutrition and health behaviors.
- Ensure SBCC interventions support key program areas including:
- Child nutrition
- Micronutrient supplementation
- Infant and young child feeding practices
- Health service utilization.
- Collaborate with partners and government institutions to align SBCC interventions with national strategies.
Partnerships and Stakeholder Engagement
- Maintain strong collaboration with the Ministry of Health at national and subnational levels.
- Represent Helen Keller Intl in relevant technical working groups, coordination platforms, and sector meetings.
- Strengthen collaboration with implementing partners, donors, and technical institutions.
- Support coordination between health, nutrition, eye health, and NTD programs to ensure integrated service delivery.
Monitoring, Evaluation, Learning, and Reporting
- Ensure effective monitoring systems are in place to track program performance and results.
- Conduct regular program reviews, field monitoring visits, and supportive supervision.
- Support the analysis and interpretation of program data to inform program improvements.
- Document lessons learned, best practices, and program success stories.
- Contribute to technical reports, donor reports, and program documentation.
Team Leadership and Capacity Strengthening
- Provide technical supervision and mentorship to program staff working on health and nutrition initiatives.
- Strengthen the capacity of government counterparts and implementing partners through training, coaching, and technical support.
- Promote a culture of learning, collaboration, and accountability within program teams.
Core Capabilities and Competencies
- Strong technical expertise in public health, nutrition, and health systems strengthening.
- Solid understanding of nutrition programming, CMAM, micronutrient interventions, and preventive health services.
- Experience working with national health systems and government institutions.
- Demonstrated capacity in program management, coordination, and stakeholder engagement.
- Strong analytical and problem-solving skills, particularly related to health and nutrition data systems.
- Ability to manage multiple priorities in a dynamic operational environment.
- Excellent written and verbal communication skills.
Requisites
- Advanced degree in Public Health, Nutrition, Medicine, or a related field.
- Minimum 7 years of progressively responsible experience in public health, nutrition, or health systems strengthening.
- Demonstrated experience managing large-scale health or nutrition programs.
- Experience working with government health systems and international development organizations.
- Experience in nutrition data systems, surveillance, and program monitoring is highly desirable.
- Professional fluency in English and Portuguese required.
