CONTACT is recruiting a health, Safety & Security Lead, to be based in Maputo, Mozambique.
Duties
- Reporting directly to the HSS Director, the Health, Safety & Security Lead’s main responsibilities include:
- To develop, implement, and maintain health and safety policies and procedures in compliance with local regulations, project and Lender’s requirements, and Industry Best Practices and ensure are implemented;
- Conduct regular risk assessments and develop mitigation strategies commensurate to the risk to reduce the likelihood and impact of incidents.
- Ensure every activity has a comprehensive risk assessment;
- Implement and monitor permit to work system;
- Roll out and promote Health and Safety programs and initiatives for the employees and contractors to promote awareness and adherence to safety protocols;
- Conduct regular safety audits and inspections to identify potential hazards and ensure corrective actions are taken;
- Lead incident investigations and root cause analysis to prevent recurrence of accidents and incidents;
- Monitor and enforce the use of personal protective equipment (PPE) and other safety measures on site;
- Conduct pre-qualification assessments and audits of contractors to ensure they meet safety and security standards;
- Review Contractor HSS plans prior to mobilization and participate in kick-off meetings at mobilization;
- Oversee the health, safety, and security performance of contractors on site and ensure contractors comply with all safety and security policies and procedures;
- Ensure employees and contractor’s performing work have the right competencies for the job;
- Promote safety interventions and Leadership site visibility through safety standdowns and walkabouts;
- Provide guidance and support to contractors to help them improve their safety and security performance;
- Develop and maintain emergency response plans and procedures for the project offices and site including Medical emergencies;
- Establish an Emergency Response Organization and conduct regular emergency drills and training sessions to ensure preparedness;
- Map existing emergency Response resources in the region and Coordinate with emergency services, local authorities and contractors to ensure effective response to emergencies;
- Lead the incident response team and manage emergency situations to minimize impact on personnel and operations;
- Conduct post-incident reviews and implement improvements to emergency response plans;
- Promptly escalate risk situations, incidents and emergencies to the HSS Director and Project Manager;
- Develop and implement security policies and procedures to protect personnel, property, and information;
- Oversee the security contractor and ensure proper training and deployment of security personnel;
- Conduct regular security assessments and audits to identify vulnerabilities and implement corrective measures;
- Coordinate with local law enforcement and emergency services to ensure a prompt response to security incidents;
- Manage access control systems and ensure proper documentation and monitoring of site access;
- Monitor and analyze safety and security data to identify trends and areas for improvement;
- Collaborate with other departments to address safety and security concerns and implement corrective actions.
Requisites
- Bachelor’s degree in occupational health and safety, Environmental Science, Security Management, or a related field;
- Minimum of 5 years of experience in health, safety, and security management, preferably in a construction or industrial setting;
- Fluent in English both written and spoken;
- Good analytical skills and detail oriented;
- Experience and ability to write SOP's, manuals, instructions, audit reports etc;
- Autonomy and previous experience in remote areas;
- Certification in health and safety (e.g., NEBOSH, OSHA).
