Heading is recruiting a Government Services Operations Coordinator, to be based in Maputo, Mozambique.
Duties
  • Position is accountable for planning, coordination, and supervision of infrastructure deployment and operational readiness for Dedicated Offices provided under the PSP capacity-building program. This includes ensuring timely installation, commissioning, and full functionality of Dedicated Offices across multiple project sites, in strict compliance with contractual commitments and Memoranda of Understanding (MOUs) established with the Government
  • Oversee end-to-end planning and execution of Dedicated Office installations, ensuring readiness and adherence to agreed timelines and standards
  • Collaborate with engineering, logistics, construction contractors, and third-party service providers. Act as the primary liaison between internal departments (Finance, Procurement, Compliance, Travel, Transport, and Site Logistics) to guarantee seamless integration of government services into project operations
  • Facilitate incorporation of critical services such as Immigration and Work Quota, Permitting, and Customs into project workflows
  • Run day-to-day operations, stakeholder coordination, and provide logistical oversight to maintain uninterrupted service delivery, regulatory compliance, and alignment with project execution standards
  • Oversee the installation and operational setup of Dedicated Offices
  • Coordinate with suppliers to ensure timely assistance and maintenance services
  • Supervise contractors and service providers during the go-live phase
  • Manage project resources to meet deliverables and MOU criteria
  • Interface with government departments to support Immigration & Work Quota, Permitting and Customs functions
  • Ensure logistical readiness and operational efficiency across all designated locations
  • Maintain personnel rotation schedules and government engagement registers
  • Guarantee compliance with corporate governance standards, conflict of interest prevention, and anti-corruption regulations
Requisites
  • Bachelor’s degree (or equivalent) in Business Management, Finance, Logistics, or another relevant field
  • Minimum of 5 years of experience in Oil & Gas, LNG, Petrochemical, Mining, or large-scale infrastructure projects
  • Proven experience in supervising service contracts and managing contractors
  • Strong background in office administration and project coordination
  • Hands-on experience in multinational project environments
  • Familiarity with EPC, subcontractor, and government relations
  • Proficiency in Microsoft Office Suite and relevant business systems
  • Ability to work independently, anticipate constraints, and report effectively
  • Fluent in English and Portuguese (oral and written)
