Chemonics is recruiting a GHSA ESC Consultant (m/f), to be based in Maputo, Mozambique.
Description
  • The Global Health Security Agenda (GHSA) was launched in February 2014 to advance a world safe and secure from infectious disease threats, to bring together nations from all over the world to make new, concrete commitments, and to elevate global health security as a national leaders-level priority. The G7 endorsed the GHSA in June 2014, and Finland and Indonesia hosted commitment development meetings to spur action in May and August. Since 2016, over 60 countries have signed on to become members on the GHSA
  • Through a partnership of nations, international organizations, and non-governmental stakeholders, GHSA is facilitating collaborative, capacity-building efforts to achieve specific and measurable targets around biological threats, while accelerating achievement of the core capacities required by the World Health Organization's (WHO's) International Health Regulations (IHR), the World Organization of Animal Health's (OIE) Performance of Veterinary Services Pathway, and other relevant global health security frameworks
  • The readiness of the national health system to provide the most essential medical and nonmedical commodities needed to respond to and contain infectious disease outbreaks with pandemic potential is one of the key requirements of the International Health Regulations (IHR). Despite sustained efforts, Mozambique has not yet reached that point
  • The purpose of the Global Health Security Agenda (GHSA) Activity under the GHSC-PSM project is to address the supply chain and health commodity systems strengthening needs for emergency preparedness and response in Mozambique. In contributing to preparedness for emerging pandemic treats, GHSC-PSM will build local capacity for supply chain management in the context of GHSA. The USAID-funded GHSA effort in Mozambique will center on coordination and technical support for stakeholders in the customization and initial preparation of the ESC framework. The template for the ESC framework has been developed under the Global Health Supply Chain Program - Technical Assistance Francophone Task Order (GHSC-TA Francophone TO) and is implemented by Chemonics and Sub-Contractor McKinsey & Company (McKinsey). It is based on global and local best practices and on a One Health approach to emergencies that complements the all-hazards approach that other partners have adopted. One Health is an approach that takes a holistic view of human, animal, and environmental factors in disease preparedness and response. McKinsey gathered and synthesized best practices from experts, including emergency logistics and supply chain specialists, working with leading international entities to develop the template
  • The GHSA ESC Consultant will be based in Maputo and will assist in the coordination of the actors in the country for the adaptation of an ESC framework for strengthening local response capacities and managing outbreaks of infectious diseases and other public health threats
  • Location and Duration: The consultancy will be based in Maputo. The duration of the activity will be between the dates of February 1, 2021 and July 31, 2021
Duties
Purpose and Statement of Work
  • The primary role of the short-term consultant will be to join a two-person team from GHSC-PSM to:
  • Carry out desk review to understand the supply chain and overall health emergency preparedness and response
  • Provide coordination and logistics support for the different phases of the customization of the emergency preparedness framework, under the leadership of the GHSA Consultant. This will include organizing logistics and supporting facilitation as needed for the introductory meeting to the various stakeholders
  • Detailed note taking during the landscape analysis. Ensure that the right questions are being asked and getting the information that is needed to customize the emergency supply chain framework
  • Support the FO Operations department with the logistics and coordination of the playbook customization
  • Take part in initial meetings with various partners These stakeholders include the government institutions from the Ministry of Health (MISAU), Ministry of Agriculture and Food Security (MASA), National institute for Health (INS), Ministry of Land, Environment, and Rural Development (MITADER), Ministry of Sea, Inland Waters, Fisheries (MIMAIP), Faculty of Veterinary Medicine (FAVET), National Institute for Disaster Management (INGC), Eduardo Mondlane University (UEM), Directorate of Animal Sciences, Order of Physicians of Mozambique, World Health Organization (WHO), U.S. Centers for Disease Control and Prevention (CDC), United States Agency for International Development (USAID), World Food Program (WFP), World Bank (WB, Food and Agriculture Organization (FAO) and various local and international organizations involved in the management of emergency situations
  • Support USAID and GoM with the establishment of an Emergency Supply Chain (ESC) Core Group as a sub-committee under the One Health Technical Working Group
  • Assist with engaging local stakeholders in the preparatory and implementation phases of the activities to fulfill their commitments and ensure that best practices are followed
  • Work closely with McKinsey consultants for the customization of the playbook
  • Assist with creating stakeholder buy-in and participation during the entire playbook customization process
  • Participate in planning for the simulation workshop. Specifically, this will require selection of simulation exercises, customization of exercises and workshop materials to the Mozambican context and developing list of key participants and securing their attendance
  • Participate in regular meetings with GHSC-PSM team in Mozambique and with PSM-Project Management Unit (PMU)
  • Perform other duties and responsibilities as needed
Requisites
  • The GHSA ESC Consultant will need to have established relationships with key stakeholders. Additionally, s/he will be key in providing information to GHSA international consultants to adapt the playbook. Therefore, s/he needs to have deep local knowledge of the supply chain actors/processes, etc. Health supply chains management technical knowledge will be very helpful in adapting the simulations to the local context. S/he will need to collect specific data regarding epidemics, populations, challenges affecting effective and efficient epidemic response etc. to inform the simulations
  • The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties:
  • 3 to 5 years of experience in Mozambique on the supply chain management of health systems, health system strengthening, and/or emergency preparedness. Experience with the Global Health Security Agenda (GHSA) is highly preferred
  • Experience in complex consulting assignments involving multiple stakeholders
  • Post-graduate degree in veterinary, public health, health supply chains management, epidemiology, health management systems, or other relevant discipline
  • Experience in infectious animal disease management preferred
  • Experience working on USAID-funded projects is preferred
  • Proven ability to effectively represent activities and programs and engage partners, government counterparts, and funders
  • Excellent interpersonal, written, and oral communication skills
  • Fluency in Portuguese and proficiency in English is required
  • Computer skills in Microsoft Office Suite applications including Word, Excel PowerPoint, and Outlook
  • Estimated Level of Effort: up to 126 days

  • The consultant will report to the GHSA ESC Coordinator
