Diakonie Katastrophenhilfe is recruiting a Gender Coordinator, to be based in Maputo, Mozambique.
Duties
Gender Mainstreaming (ADA Cross-Cutting Priority)
  • Ensure gender equality is integrated across all project phases in line with ADA gender mainstreaming requirements
  • Apply a human rights-based approach (HRBA) to programming, ensuring participation, non-discrimination, accountability, and transparency
  • Promote transformative approaches that address root causes of gender inequality
Results-Based Management (RBM) & Reporting
  • Ensure gender equality indicators are clearly reflected in the project Logframe and results framework
  • Lead the integration of sex, age, and diversity disaggregated data (SADD) into monitoring systems
  • Contribute to high-quality narrative and analytical reports aligned with ADA reporting standards
  • Support outcome-level analysis on gender equality results and impact
Capacity Development & Localization
  • Strengthen the capacity of DKH staff and implementing partner on gender equality, inclusion, and safeguarding
  • Support the local partner in developing, adopting, and institutionalizing a gender policy aligned with international standards
  • Facilitate continuous learning through trainings, coaching, and mentoring
  • Promote equitable partnerships and contribute to DKH’s localization agenda
Inclusion and Leave No One Behind (LNOB)
  • Ensure the meaningful inclusion of marginalized groups, particularly persons with disabilities, in all project activities
  • Promote accessible, safe, and inclusive programming approaches
  • Monitor and document inclusion outcomes in line with ADA’s Leave No One Behind (LNOB) principle
Participation and Accountability
  • Ensure participatory approaches that engage women, men, girls, boys, and marginalized populations throughout project implementation
  • Strengthen accountability mechanisms to ensure community feedback is incorporated into programming
  • Promote gender-sensitive safeguarding and protection measures
Coordination, Networking, and Representation
  • Represent EWDE in national coordination platforms on gender equality and disability inclusion
  • Engage with government, civil society, and development partners to promote gender-responsive approaches
  • Contribute to knowledge sharing, learning, and documentation of best practices
Requisites
  • Required Qualifications and Experience:
  • Bachelor’s or Master’s degree in Gender Studies, Social Sciences, Development Studies, or related field
  • Minimum 5 years of relevant experience in gender equality and inclusion programming
  • Proven experience with results-based management (RBM) and donor reporting (preferably ADA or similar donors)
  • Strong experience in capacity building and partner support
  • Monitoring, Evaluation Accountability and Learning (MEAL) background
  • Knowledge of HRBA, LNOB, and gender analysis tools
  • Experience in disability inclusion is highly desirable
  • Competencies and Skills:
  • Strong analytical and reporting skills (RBM-focused)
  • Excellent facilitation, training, and mentoring skills
  • Strong coordination and stakeholder engagement abilities
  • Ability to work in partnership-driven and multicultural environments
  • Fluency in English (speaking and writing); Portuguese is highly desirable

  • Since 2012, the Evangelisches Werk für Diakonie und Entwicklung e.V. (Protestant Agency for Diakonia and Development, EWDE), based in Berlin, has brought together development cooperation, humanitarian aid, and social welfare work in Germany
  • In Mozambique, EWDE has supported development and humanitarian aid projects for more than 20 years through local partner organizations (civil society organizations and faith-based organizations). Since 2021, EWDE has operated an office in Maputo, Mozambique, focusing on humanitarian assistance implemented under Diakonie Katastrophenhilfe (DKH) (www.diakonie-katastrophenhilfe.de), with activities coordinated from the Maputo office
  • DKH Mozambique, with support from the Austrian Development Agency (ADA), is implementing programmes that prioritize gender equality, inclusion, and localization as key cross-cutting principles. In line with ADA’s commitment to a human rights-based approach (HRBA) and results-based management (RBM), DKH aims to ensure that all interventions are gender-responsive, inclusive, and evidence-based
  • Purpose of the Role: The Gender Coordinator will ensure that gender equality and inclusion are systematically integrated into all programme components in line with ADA gender policy markers and quality standards. The role focuses on strengthening gender-responsive programming, data-driven decision-making, and partner capacity, while ensuring meaningful participation of women, men, girls, boys, and marginalized groups, including persons with disabilities
