Finance and Grants Director

Counterpart International

Counterpart International is recruiting a Finance and Grants Director, to be based in Maputo.

Duties
  • Establish financial and grants management systems, procedures and controls and review them on a regular basis to ensure compliance, transparency, and effective utilization of resources
  • Develop and maintain up-to-date grants manual for the program
  • Manage program budget and oversee all financial disbursements and procurement ensuring compliance with US government regulations and Counterpart policies
  • Supervise day-to-day operations of the finance and grants teams, mentoring, and building their capacity
  • Assess capacity building needs and provide training and technical assistance in financial management to local sub-grantees
  • Monitor program burn rate and support the development of pipelines, burn trackers, accruals, and spending projections
  • Prepare and ensure timely submission of all financial reports, records, files, and cash requests to Counterpart headquarters
  • Oversee grant making process from start to finish, including design and issuance of RFAs, review of proposals, and financial and narrative reporting
  • Institutionalize Counterpart’s grants management best practices within the program
  • Ensure that the sub-grants to local CSOs and any other sub-grantees are implemented as per program objectives, design, and USAID sub-grants regulations
  • Shortlist and evaluate grant applications including letters of interest, budgets, and full proposals
  • Negotiate with potential sub-grantees and finalize agreements
  • Provide training and technical assistance to sub-grantees on USAID regulations, financial management, and reporting
  • Monitor sub-grantee performance per sub-grant agreement requirements
  • Ensure accurate sub-grant close-out procedures
Requisites
  • A university degree in finance, business administration, or related field is required
  • At least seven years’ work experience in financial management with experience and knowledge of international donor programs
  • At least five years of experience in administering small grants in an international development program, including experience in grants design, negotiation, and administration of civil society related grants
  • Knowledge of Mozambican financial and accounting systems and regulations
  • Demonstrated experience in effective training and coaching in financial management, particularly for emerging civic organizations required
  • Demonstrated knowledge of USAID and other USG rules, regulations, policies, and procedures
  • Knowledge of MS Word, Excel, and QuickBooks accounting software
  • Excellent organizational, analytical, oral, and written communications skills
  • Demonstrated supervisory and leadership skills, ability to work effectively with diverse teams required
  • Professional experience working in developing country contexts and emerging democracies, including but not limited to Africa, strongly preferred
  • Professional level speaking, reading, and writing in English and Portuguese are required
