CONTACT is recruiting an Environmental Compliance and ESIA Coordinator, to be based in Maputo, Mozambique.
Duties
- Reporting directly to the E&S Director, the successful candidate will be responsible for overseeing environmental licensing and coordinating the Environmental and Social Impact Assessment (ESIA) process for a large-scale infrastructure project; leading the development, implementation and continuous improvement of the Environmental Management System, ensuring compliance with Mozambican environmental legislation and international Environmental and Social (E&S) standards, including IFC Performance Standards and the Equator Principles
- Supporting the development of environmental management capacity within the organisation; providing technical environmental guidance to project teams; developing and implementing environmental compliance plans, procedures and monitoring systems; coordinating environmental permitting activities and supporting the acquisition of all required environmental licences; managing and supervising Environmental and Social consultants and specialised studies, ensuring quality, consistency and integration across all environmental and social deliverables
- Coordinating awareness and training initiatives on environmental compliance and ESIA requirements; acting as the operational interface with lenders, regulatory authorities, local communities and other stakeholders on environmental compliance matters; leading the operational implementation of ESIA activities, including the coordination of contractors, public consultation processes, budgets, logistics and field activities
- Supporting the management of contracts related to ESIA and environmental compliance; monitoring the quality, progress and timely execution of environmental studies and licensing activities; and undertaking regular travel to project sites to monitor environmental studies, stakeholder engagement activities and compliance with environmental requirements
Requisites
- Degree in Environmental Science, Natural Resources, Ecology, Biology or a closely related field
- Minimum of 10 years of experience in environmental management for large-scale infrastructure projects, including the preparation and oversight of ESIA processes
- Experience in the energy sector is highly desirable, and exposure to hydropower projects or environmental aspects of dam development will be considered a strong advantage
- Experience working on projects seeking project finance and complying with international E&S standards, including IFC Performance Standards
- Knowledge of environmental approvals, permitting processes, environmental compliance monitoring and reporting
- Strong analytical and problem-solving skills
- Excellent organisational, interpersonal and communication skills
- Ability to work independently, demonstrate initiative and drive continuous process improvements
- Proven ability to work effectively in multidisciplinary and multicultural teams throughout all phases of a project lifecycle
- Ability to manage multiple priorities in a fast-paced environment
- Willingness to travel regularly and work on remote project sites as required (to Tete)
- Fluency in Portuguese and English is mandatory
- Working knowledge of French will be considered an advantage
