DAI SPEED is recruiting an Economic Governance (EG) Intern, to be based in Maputo, Mozambique.
Description
  • The Supporting the Policy Enabling Environment for Development (SPEED) activity is a 4.5-year (March 22, 2021 to August 7, 2025) project designed to improve Mozambique’s business enabling environment and enhance the role of the private sector in agriculture, trade facilitation, energy, biodiversity conservation, and health; it also strengthens economic governance and public financial management, while enhancing the role of civil society, thereby improving the country’s ability to plan, manage, and finance its own development
  • For the SPEED Program, the recent discoveries and imminent exploitation of significant natural resources (i.e., gas, coal, and minerals) have triggered what is expected to be a massive amount of foreign direct investment in Mozambique. The country is slated to receive the largest single FDI project in Sub-Saharan Africa, effectively doubling government revenues over the next five to seven years. These revenue forecasts are sending waves through the Mozambican economy, with the country’s development pathway tied to critical governance and investment decisions that must be taken in the very near term. Natural Gas is capital-intensive industry which employ a relatively small number of highly skilled people; government leaders will be challenged with both developing strategies to prepare Mozambican companies to benefit from local content contracts as well as ensuring that natural gas revenues are reinvested to diversify the economy, improve social services, and stimulate broad-based economic growth
  • For the planned period two complementary set of interventions is being carried out by the SPEED Program. On one set, SPEED is supporting relevant public institutions at national and local levels to improve participation, inclusion, transparency and accountability, to strengthen public financial management systems, as well ensuring adequate use of resources allocated for improving social service delivery. For this component, SPEED is coordinating and working together with other USAID- funded activities supporting civil society organizations at local and national levels. On the second set, SPEED is supporting civil society through grants to conduct evidence-based advocacy campaigns regarding transparency and accountability in the following set of policy and regulatory matters: community benefit sharing (2.75% and 7.25%, public financial management and regulation of the Sovereign Wealth Fund (SWF). SPEED will address both the demand and supply sides of accountability and oversight with the aim to achieve two main goals outline as follows: (i) support implementation of GRM’s transparency reform efforts; (ii) strengthen Civil Society’s role in promoting transparency and accountability
  • The impact of SPEED interventions for Economic Governance (EG) entails support to Porftolio Manager and Portfolio Assistant to coordinate activities, meetings and follow up with consultants in a pragmatic, timely and systematic way. It is basically from this background that SPEED would like to engage internship, essentially, to support the implementation of the Economic Governance Portfolio
Duties
  • The specific duties include, but not limited to:
  • Support EG PM and PA for coordination of activities:
  • Preparing and submitting, for approval, evaluation plans for the selected SPEED activities, highlighting among other issues, the data requirements (including baseline data), and the plan for obtaining them
  • Assist consultants in conducting studies and other related activities for the EG
  • Assist in preparing reports, presentations, memoranda and other relevant document and ensure that are all recorded and saved in the SPEED Drive
  • Participate in the meetings and take notes for internal and external meetings
  • Help collect relevant information for the EG as requested by the PM and share information
  • Handle planning and coordinations for EG meetings, trainings in Maputo and outside Maputo
  • Prepare presence list and relevant documents for EG events
  • Assist and coordinate with Procurement unit to get quotes for expenditure for meetings, trainings and travels
  • Other tasks:
  • Assist short and long term consultants by collecting and analyzing relevant data
  • Assist with the drafting of the quarterly reports
  • Keep the SPEED website updated
Requisites
  • Student currently enrolled in a degree (or equivalent) in International Relations, Economics, Agronomy or Development studies (university degree or diploma completed preferred)
  • Research and analytical skills
  • Excellent drafting/writing skills in Portuguese and English
  • A mature understanding of development policy issues and challenges
  • A professional experience in the field of policy analytical work and M&E is an advantage
