Development Assistance Specialist – Site Monitoring/Monitoring and Evaluation

USAID is recruiting a Development Assistance Specialist - Site Monitoring/Monitoring and Evaluation, to be based in Maputo.

Duties
  • The incumbent will plan, initiate, conduct, evaluate and coordinate complex health monitoring and evaluation activities, and as necessary apply evaluation research, to monitor program implementation, document results and translate data into meaningful program improvement
  • The key health areas of focus for the incumbent are malaria, tuberculosis, water, sanitation and hygiene, family planning, nutrition and maternal and child health
  • Seventy percent of the incumbent’s time will be spent in these health areas, with 30% of his/her time spent on the integration of key health areas within HIV work (e.g. family planning)
  • In HIV-related activities, the incumbent will work within the Interagency Strategic Information Team, comprised of specialists from the Center for Disease Control (CDC), the PEPFAR Coordinating Office (PCO) and USAID
  • In addition to playing a consultative role within USAID the incumbent will also be a key contributor to strengthening the capacity of information systems within the Government of Mozambique by providing technical assistance in key health programs
Requisites
  • Mozambican nationality
  • A Bachelor’s degree or the host country equivalent in social sciences, mathematics, statistics, sciences or similar field relevant to monitoring, evaluation and/or surveillance work, preferably in health
  • A minimum of five years of job-related experience in monitoring and evaluation and/or health with a minimum of three years of related, professional level experience including the development, implementation and management of monitoring and evaluation systems
  • A minimum of 1 year of project management experience also required. Fluency in English language proficiency, speaking and writing as well as spoken and written Portuguese is required
  • The incumbent will need to communicate effectively in both English and Portuguese as he/she will regularly work directly with US Government staff as well as Ministry of Health (MOH) and must be able to represent USAID effectively in both languages
  • Substantive knowledge of sound application of monitoring and evaluation systems is required, including knowledge of the development of monitoring and evaluation plans, indicator development, evaluation best practices and data management as well as knowledge of public health programming and international donor operations
  • Ability to develop and maintain effective working-level and management-level contacts in the context of development with government, non-government and private organizations
  • Ability to work effectively within team and interagency environments, and to coordinate well with others
  • Ability to effectively manage time and deliverables with competing deadlines. Ability to interpret regulatory directives and related guidance
  • Excellent computer skills including Word, PowerPoint, advanced Excel knowledge, as well as database management. Knowledge of data analytical tools also key
  • Management skills including financial management and administrative skills used to track the performance of implementing partners and activities
  • Ability to present information, lead meetings, coordinate partners and MOH staff, and interact at all levels of the USAID donor, partner and government environment
  • Ability to analyze, present and generally communicate results from data
  • Demonstrate skills and abilities in the application of M&E systems
