Deputy WASH and Shelter Coordinator

Description

• The Deputy Water, Sanitation, and hygiene (WASH) and Shelter (SHL) Coordinator supports the Solidarités International (SI) country missions in Mozambique to achieve their overall operational results, with a focus on specific WASH and Shelter sector goals.
• With support from, and supervision by the WASH/SHL Coordinator, the Deputy Coordinator contributes to the provision of technical support to SI’s WASH and SHL missions in Mozambique, carrying out monitoring, assessment, and evaluations of needs in current and new areas of intervention, ensuring the quality of SI’s technical interventions, and representing SI in local and national forums as required (including in the absence of the WASH/SHL Coordinator)
• With the WASH/SHL Coordinator, provide operational support and oversight for WASH and Shelter project staff in Base and Sub-Base (field) offices. In addition, the Deputy Coordinator helps manage SI’s WASH and Shelter projects through results monitoring, reporting, identifying lessons learned, and disseminating acquired knowledge to SI staff as well as sector partners and donors.
• The Deputy Coordinator also takes part in the development and implementation of SI’s WASH and Shelter technical strategies in Mozambique. He also takes on the functions of the WASH/SHL Coordinator in case of the latter’s absence

Duties

Project Management

• With the Coordinator, help ensuring the technical relevance, cost-efficiency, and quality of SI’s WASH and Shelter projects
• Support the Bases to identify equipment, supply, and service needs for WASH/SHL projects, and work with Logistics, Grants, and Finance teams to ensure timely procurement and delivery
• Analyse programme information gathered from projects and recommend ways to strengthen and improve SI’s WASH and Shelter interventions
• Help ensuring WASH and Shelter contributions to SI reports, evaluations, and assessments
• Develop tools and provide trainings to field teams to ensure the quality of implemented projects
• Collect and review project activity tracking reports from Base and use the data to help prepare high quality activity and progress reports

Technical Support and Operational Monitoring

• Plan and carry out WASH and Shelter programme support missions to Base operational areas, and report back on findings – as well as providing specific recommendations – to operational teams and management
• Support the development and dissemination of Standard Operating Procedures for WASH and Shelter activities
• Provide technical research and specifications for Wash and Shelter activities, including guidance on standards and regulations
• Help setting objectives and target indicators for SI’s WASH and Shelter programmes, and help updating them when necessary
• Support SI’s PMs and other technical staff to conduct WASH and Shelter task and resource planning
• Provide support to the field teams to implement rapid emergency response activities when requested by the WASH and Shelter Coordinator
• Suggest new projects or program directions to help keep SI responsive to the changing needs of target populations
• Ensure accountability to local communities and beneficiaries of Solidarités International projects
• Help ensuring that Government partners at all relevant levels are appropriately informed and engaged in project implementation, and that SI’s relationship with Government agencies remains constructive and beneficial

Strategic Orientation

• Take part in the development and implementation of SI’s technical and programmatic strategy in Mozambique
• Participate in humanitarian needs identification and in the design of appropriate activities to address these needs in targeted communities
• Support the development of new project ideas, concept notes, and funding proposals

Reporting/Communication/Representation

• Participate in WASH and Shelter sector working groups, the humanitarian Cluster coordination processes, and other information networks and exchange platforms – both nationally and internationally, as appropriate
• Collect, assess, and disseminate WASH and Shelter information both externally and internally (the latter directed towards SI WASH and Shelter team members at field offices)
• Help ensuring that SI’s WASH and Shelter project files are complete and regularly updated with reporting, monitoring, and communications information

Requisites

• Mandatory University Degree (BSc) in Water Engineering, Civil Engineering, Hydraulic Engineering, or Environmental Health/Science
• A certificate or Diploma in computer-aided technical design and drawing – AutoCAD, ArchiCAD, Pipe Flow, etc.
• 3-4 years of experience in the humanitarian sector
• At least 2 years of experience in similar positions
• Fluent in Portuguese and English languages – written and spoken
• Technical Skills:
• Previous experience in the design of new construction and rehabilitation of water networks, including solar pumping systems, borehole rehabilitation, network extension, and sanitation facilities – sewerage and on-site sanitation systems.
• Good knowledge of water quality surveillance process and equipment: water treatment, testing, and quality monitoring at the field level, with knowledge of the linkage between WQ monitoring and Hygiene Promotion at the household level
• Knowledge of solid and liquid waste management, including waste management in health facilities and communities previous experience in the design, and the constructions of shelter components.
• Excellent grasp of SPHERE Standards and application to emergency and protracted emergencies
• Skilled in the preparation of assessment tools and conducting field-level assessments and preparation of assessment reports
• Previous experience in interpretation and application of Project log-frames and M/E plans
• Desk experience in design, drawing, and preparation of technical packages, including computation sheets, drawings, BOQs, and design narrative reports
• Previous experience in the preparation and delivery of training modules to teams and to the Management committees
• A broad understanding of WASH & Shelter, including hygiene promotion, and not just water supply engineering
• Good WASH & Shelter Cluster coordination and government collaboration experience is essential
• Past experience of WASH in Health and WASH in Schools is an added advantage
