Deputy Director for Health Systems Development

JSI - John Snow Incorporated is hiring a Deputy Director for Health Systems Development in Maputo.

Duties
  • Supervise the work of the Logistics Management Information Systems (LMIS) Team and the Monitoring & Evaluation (M&E) Team in the collection, aggregation and analysis of data for decision-making to produce routine reports on a monthly, quarterly, and annual basis and ad hoc or special reports on specific areas
  • Advance performance management by implementation of the performance management system to monitor and evaluate project and system performance through quarterly production of the PMP, and use performance data to inform decision making. Oversee the reviews of performance data, root cause and risk analyses, leading routine meetings of key project and counterpart staff
  • Supervise the implementation of the logistics management information system (LMIS) tool for medicines and medical articles, currently SIMAM version 2.0, and continuing to transition routine management of SIMAM to CMAM
  • Supervise the development and implementation of the Central Tool, a tool currently being developed, to bring together data from SIMAM and the warehouse management system, MACS, to improve decision-making
  • Work with the Quantification and Forecasting Team to ensure that LMIS data is available to the GTM sub-groups for quantification and supply plan monitoring
  • b. Work with the Senior Management Team to assist with preparation of stock status and financial gap analysis reports for commodity-related meetings and activities
  • Work with the Supervision Team to assist with the development of feedback reports to provinces to enhance their implementation of SIMAM and for use by the team for aggregated analysis/presentation/dissemination of data collected through supervision and other field activities
  • Lead the projects’ efforts to assist CMAM in implementation of its strategy (PELF), including for example, providing CMAM with estimated cost plans for out-sourcing of some activities, optimizing the distribution network by increasing the number of direct clients served by CMAM, or eliminating a level of the supply chain
  • Lead the projects’ efforts to maximize the transfer of skills from the projects to CMAM in order to build capacity and sustainability and to plan for the transition of activities from the current projects to the projects’ successor
  • Serve as a member of the Senior Management Team. Contribute to providing the overall vision and annual work plans for the projects to ensure that work plan activities support the annual plan of action (POA) of CMAM
  • Represent the projects at technical meetings with USAID, CDC, collaborating partners, senior government officials and/or donor agencies. Participate in the logistics technical working group, and others, as required
  • Carry out additional responsibilities as may be assigned from time to time in consultation with the Country Director
Requisites
  • At least 7 years of experience working in logistics/supply chain management and/or public health commodities, with a preference for experience for work with HIV/AIDS commodities
  • At least 5 years of project management experience, supervisory experience or equivalent leadership/management experience
  • Demonstrated experience in performance management the use of data to drive decision-making
  • Experience working in a variety of professional settings with a variety of clients, with a preference for work with USAID, CDC, and/or PEPFAR
  • Demonstrated proficiency in the use of MS Word, Excel and Power Point
  • Strong interpersonal communication skills and ability to advocate and bring about consensus with senior government officials and numerous stakeholders
  • Excellent written and verbal communication and presentation skills in Portuguese strongly preferred; strong candidates who are fluent in Spanish and have the motivation to become fluent in Portuguese will be considered
  • Working proficiency in written and spoken English
  • Ability to travel to the field
  • Experience working in HIV/AIDS programs
  • Ability to learn new software tools for forecasting and supply planning, data management, and warehouse management, including GIS
