Chemonics is recruiting a Deputy Country Director – Systems Strengthening (m/f), to be based in Maputo, Mozambique.
Description
  • The Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries' management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. GHSC-PSM connects technical solutions, experts, and proven commercial processes to promote efficient and cost-effective health supply chains worldwide. The goal of the project is to ensure uninterrupted supplies of health commodities to save lives and to create a healthier future for all
  • The Deputy Country Director – Systems Strengthening (DCD-SS), in coordination with the Country Director and the Deputy Country Director – Upstream Logistics, helps to provide strategic guidance and overall management and direction regarding the Planning, Procurement, Systems Strengthening, Logistics and Field Program Management activities. The DCD-SS informs the overall technical vision and long-term strategic direction of GHSC-PSM in Mozambique, to ensure delivery of critical health commodities to support the national health system
Duties
Work planning development and implementation monitoring
  • Determine activities and resource necessary to achieve the FOs’ Provincial Support, Capacity Building and Laboratory Logistics objectives
  • Work closely with field office sectorial directors to periodically evaluate project progress against work plan and budget, identify issues and risks related to timely implementation, and undertake appropriate interventions to meet work plan objectives and client requests
Reporting
  • Oversee the production of following reports: Annual Malaria quantification report, PPMR report (malaria and Lab), quarterly SDP malaria reports, quarterly PMI Mozambique report, CMEP quarterly report (malaria and Lab). VL&EID quantification report, VL&EID monthly report, Lab supply plan report
  • Produce monthly bullet on Provincial Support and Capacity Building activities, and oversees bullet produced by the Lab Team
Technical guidance
  • Provide technical oversight, supervision and strategic guidance to the Provincial Support, Capacity Building and Laboratory Logistics teams
  • Ensure that team staffing and performance is aligned with goals and plans to achieve project results
  • Ensure timely submission of all deliverables for teams under direct supervision
  • Identify short-term technical assistance needs, develop scopes of work for technical assistance (TA) providers, and review associated outcomes and deliverables of TA activities to ensure quality and timely submission to the client
  • Encourage technical teams under direct supervision to identify, experiment and implement innovative supply chain solutions and best practices
  • Foster technical collaboration between field office technical teams and headquarters counterparts
Commodities category focus
  • Serve as the FO TO2 focal person and champion:
  • Ensure coherence and coordination of TO2 specific procurements and activities planning, implementation and reporting
  • Promote and support existing and new TO2 related- activities to maintain and when possible increase USAID support
  • Develops and maintain communication with USAID, MOH, HO and partners on TO2 activities and achievements
Provincial support
  • Work with the Provincial Support Manager to:
  • Oversee all supply chain activities at all levels below the central level, including provinces, districts, hospitals, health facilities and community level
  • Support the collection of field-level stock status data through the implementation of the SIGLUS and SIMAM database software at the Health Facility and the provincial and hospital levels.
  • Ensure use and analysis of LMIS data for decision making at provincial, district and Health facility levels
  • Provide technical assistance and logistic support for all logistic training activities
  • Ensure regular supervisions on SCM to lower levels from Provincial level
  • Serve as the primary contact with the USAID Integrated Health Office partners on issues related to supply chain
  • Serve as primary contact with PMI Moz on issues related to malaria products SCM
  • Manage the assessment and monitoring of malaria and other products
  • Supervise field-base staff in provinces
Capacity building
  • Work with the Capacity Building Manager to:
  • Lead project efforts to build supply chain capacity in the field, especially through the implementation of procedure manuals
  • Ensure update of MoH HR training database (SIFO) and USAID training database (Trainet)
  • Introduce a sustainable remote learning methodology in coordination with training department of MoH/CMAM in SCM
Laboratory logistics
  • Work with the Lab Logistics Director to:
  • Provide technical leadership, in particular with regards to in-country distribution to sustain the expansion of the viral load monitoring
  • Propose strategies and support implementation to resolve communication issues with the Central Laboratory Department and key in-country stakeholders and ensure appropriate information sharing on viral load monitoring implementation status
  • Monitor Viral load scale up
  • Ensure an annual procurement plan for VL/EID lab commodities and distribution plan
  • Ensure expansion of SIGLAB and LMIS data management including collection and analysis for decision making
  • Ensure management of Lab Instrument maintenance for Analyzers and BSC
  • Provide technical assistance to diagnostic network optimization process and integrated logistic system for POC EID network
Representation
  • Support the Country Director in maintaining working and consultative relationships with the Ministry of Health, Central Medical Stores, Department of Central Laboratory, Center for Disease Control, PMI, and other partners as relevant
  • Represent GHSC-PSM Mozambique as technical lead in external for a including meetings with relevant stakeholders relating to the provision of technical assistance to build the capacity and capability of national health and supply chain systems
  • Serve as Acting Country Director in the absence of the Country Director
  • Perform other tasks as directed by the Country Director, or designee
Requisites
  • Minimum 10 years providing technical guidance and oversight in public health and/or health commodities supply chain management
  • Leadership experience with technical staff supervision responsibilities, in particular on USAID-funded projects
  • Extensive experience with MOH systems, motus operandi and demonstrated ability to advise and collaborate with GRM technical and senior staff
  • Good knowledge of Mozambique Health Commodities, including laboratory Supply chains at central and provincial levels
  • Familiar with MOH capacity building challenges and solutions
  • Experience in overseeing laboratories commodities (reagents, consumables, equipment and maintenance)
  • Experience with donor regulations and procedures that govern USAID-funded procurement preferred
  • Preferred Demonstrated ability to lead the development and monitoring of the implementation of project work plans
  • Demonstrated ability to monitor performance against key performance indicators
  • Demonstrated ability to build colleagues staffs competences in supply chain management
  • Demonstrated ability to promote the implementation supply chain management best practices and innovations
  • Ability to communicate in oral and written forms in Portuguese and English
  • Willingness to travel extensively throughout the Provinces and Districts of Mozambique
  • Good computer skills in MS Office Suite
